We did similar to that when I went to UNCC. We had a new police force and they were busting everyone for everything, so a few of us would walk around campus with a paper bag in the shape of a bottle. The cops would stop us and inspect the bag, even cuffing us. We couldn't fill it with soda or anything, because that was a violation of open container law unless it was sealed. The cop opened the bag to find a rolled up paper back and a sharpy on top. The fuzz stopped busting people for carrying alcohol for a while. Then they made carrying sharpy pens against the rules.
