OC scanner only running at 59-60 fps

Hi guys
This is my first post since I have run into some problems. I have installed OC Scan v3.5.1.0 and Precision X v5.0.0 but when I start the OC scan it will not go over 60 fps and the fps limiter in precision X is not activated. When I try other bench marks (Valley, 3D mark 11)  there are no such problems.
Anybody seen this Before?

    Thanks for your tip bdary, but what I can see it is off and why only problems in the OC scanner and not in different games or bench marks?

    I just ran the same test as in your pic above and it ran over 60fps.  Try closing out PrecX and run the OC scanner test again just to see if it makes any difference.

    I have rebooted (just to be on the safe side) and tried again but exactly the same problem.

    And you tested it without PrecX running?

    It works now...and the error was that the OC scanner was not to be found in the "Program settings" list. So I assumed if I changed the "Global settings" to off or use global setting it would work, apparently not. Now I have added the program and the fps jumps up to 145 something. With same settings as before I get 6944 Points. During the test Aida 64 shows GPU usage up to about 80% on card 1 and up to 65-70% on no 2(CPU 15 %) , but perhaps that are normal. I have not yet began to OC the cards but it´s time now. I have both cards on water and EK-FC Classy full-cover so they are running really cool/approx. 45 Celsius (113 F) what ever I play or bench.

    With no specific program setting, the global setting (vsync off) should have been used. It's odd that you needed to manually add the specific program and select its' settings. Global should have been used by default with no specific program setting selected.

    Could be it´s time for fresh install of W7 again....
