Now 980ti SLI Issues

Ok, so now that I have my flickering and ghosting issues solved, I think, now it is time to move onto the SLI problems.  This isn't a new problem, but the next one to tackle.  As a side note before I move away from it it seems that the ACCEL Displayport Cable did the trick.  Displayport's are now working as in the past they had not.  We will continue to watch this.
 
I am currently using the hotfix driver 368.51.  This is the issue I am seeing.  In games such as BF4 and The Division in SLI Card 1 (4995) will run at 100% utilized and card 2 (4991) will run at 30% utilitzed.  Card 1 will downclock (for some odd reason) the memory to 400mhz (supposed to be 3505mhz) and the gpu boost at 1190mhz, which is correct.  Card two will run the gpu clock at 999 (normally boots to 1190ish) and memory at 3505mhz.  Currently using a resolution of 1440P and 144hz refresh rate. I have seen both these cards work perfectly in the past and it is amazing. 
 
When I run card one (4995) alone it boosts to 1290mhz gpu and 3505mhz memory.  So it is running correctly.  I am going to try card 2 (4991) the same.
 
I have uninstalled the hotfix driver and used DDU.  Still no change.  Need to try the 368.39 drivers too.
 
One thing I have noticed in the NVidia software is that when I search for the BF4 and The Division profiles they are not there and I have to add them.  Not sure why the driver is not finding these games other than that they are not installed in the program x86 directory on the c drive and installed on a separate ssd that I use just for games.  Again this may be just a 368.51 issue, but I may be completely wrong. 
 
I am really considering RMAing my 4991 card and seeing if EVGA will send me a SC+ card to complete my SLI.  I am willing to pony up a little cash too just to make sure that I have both the same card in the SLI.  But this really shouldn't be an issue using a sc+ and a vanilla card.  It should just work.
 
Any advice would be appreciated.

    The latest NVidia drivers are garbage with no end of errors. Last stable ones are 365.19 as anything above gives low performance or errors with youtube videos and edge / ie with NVidia display driver stopped responding and event log errors with nvidia graphics tex exceptions. Its not the card its the drivers, as I just recently bought 2 * 980 ti ftw cards, and the last 2 NVidia drivers are really really awful.
     
    Try the 365.19 and see how you get on with those.

    AHarMan - Interesting that you stated that because I just started getting a lot of those issues that you mention. I will definitely try the 365.19 drivers and report back tonight.

    I didn't try those drivers Sajin, just the hotfix drivers 368.51.  I am currently using the 365.19 drivers with no issues.  System runs great.
