Still your Bios could be Old as well as your System Drivers.
Did you install "Geforce Experience" if so uninstall it.

How can the same issue happen with two different systems if everything is newer and different brands

Could list it under the General HW if not an EVGA MB, or put it under the 700 series GPU as it is a EVGA gpu

either way you want, use the "report abuse" tab lower right and ask a mod to move it.

Did you read and try these steps ? (same for all gpu)
    http://forums.evga.com/Ba...mode-etc-m2504606.aspx

OC software like MSI Afterburner or EVGA Precision X, should be uninstalled first, then DDU drivers, then reinstall OC software - for best stability

I run DDU, and custom install the EVGA / Nvidia drivers --- Only selecting PhysX and the actual GPU (graphics) driver, none of the other "stuff" and select clean install. ( I do NOT load GeForce Experience software, Nvidia 3D drivers, Nvidia Sound )

    benchmark scores ?

    CPU & GPU Heat /Temps?

Might have to clean the cooler, crank up case fans or just re TIM the GPU if it is running Hot

How are your cpu/gpu/mb temps? Does the stuttering only occur in a specific game?

Does the stuttering happen when all in-game graphics settings are set to their lowest values?

Seems like your cpu/gpu clocks are going down/up which is causing the stutter. I highly suggest you check your cpu/gpu clocks/temps while playing if adjusting the in-games settings doesn't help.

The link has some really bad words on it but you are setting the Game to the Highest Level and you only have a GTX 670 Graphics Card.

Don't know how to check your cpu/gpu clocks/temps while playing I lowered my settings same problem but now I sreeze when I shoot sometimes just about all new stuff and still have the same problem that I had with my old stuff
