Ok, just put together my latest gaming build tonight. 100% from scratch, all new hardware. Fresh Win8.1 pro install.

MSI GTX 980, MSI Z97 Gaming 7, EVGA 1300w PSU. Samsung u28d590d UHD. Win8.1 Pro.

I'm using the Display port so I'll get 4k @ 60hz. NO DICE.

So, after all new Nvidia drivers, chipset drivers, everything up to date, I can't get the monitor past 2560x1440 at 60hz. Both windows and nvidia panel. Now I can set a manual res in the Nvidia panel to 4k, and it worked, but it was fuzzy and looked terrible. So no go there.

I had this working on HDMI at 4k 30hz with the Lenovo Y50 I had. I sold that and built this PC.

So, bad cable, not in the right GTX 98 port? What gives?

$2k into this thing and I've got no 4k. Not the best way to end the night.

    Well I fixed it.....

For some odd reason, the monitor ships with DP 1.1 selected. So, you have to go into the menu and MANUALLY select DP 1.2 from the Samsung monitor menu.

Then poof, it works at 4k @ 60Hz. Otherwise Windows will only detect 2560x1440.

So, problem solved, but I think Samsung is going to get a lot of calls about this. It should have shipped with native settings at 1.2 and could be manually set down to 1.1

That would be very frustrating.  Glad you got it working.

That seems to be either a Samsung thing or a 4k thing. I also got a 4K screen from Samsung (a TV) and it also needed some menu config changing (on the TV) before it would accept 4k 60hz resolution.
