For a 4.0 GHz overclock you can follow these steps and hope for the best. - Enter BIOS, enable defaults, save and exit
- Set CPU Host Frequency to 200 MHz
- Make sure CPU multiplier is at 20x
- Set VCore to 1.30v
- Set memory divider to 2:8
- Make sure memory timings are the same as the manufacturer specs list
- Set CPU Uncore frequency to 16x
- Make sure turbo mode is disabled
- Disable SpeedStep and VDroop
- Boot into Windows and run IntelBurnTest for 30 passes on maximum stress level
- Ensure that CPU core temps don't reach 80 degrees Celsius during IntelBurnTest or any stress tester
- If it finishes the IntelBurnTest, you can move onto some Prime95 testing (I usually run it on all testing modes for several hours each, so you won't be using your PC for a while) to ensure that it is rock solid. Once you're done stress testing, you can attempt to lower VCore one increment at a time, and check for stability after lowering it. This is just to reduce power consumption and heat, since your CPU might not need 1.30 VCore.
- If you do get a BSOD, ignore the above step and try increasing VCore levels by one increment. If you still get BSODs in IntelBurnTest after increasing VCore to 1.35v, back it down to 1.30v and increase CPU VTT to the next level.
This is generally all that's needed to get to 4.0 GHz. Your i7 920 D0s only require around 1.30 VCore for 200 MHz host frequency (some slightly more, some slightly less).

You would do better to post this in this forum: EVGA X58 Series and read those stickies RE: OC (if you haven't already). And the C-state stuff is in BIOS in CPU feature (Freq/V Control) it's called C1E function. It is not two separate things, he said it like that bc it is different in other brands mobos. You need not disable it unless you are trying to eek out every little bit of speed you can from your OC. I got mine to 4.35GHz W/C3 enabled.
Main (gaming) rig: i7-3930K; Asus Rampage IV Extreme; H100 W/p-p Excaliburs, AS5; MSI 7870 2GD5/OC; Crucial M4 SSD 256GB. See my primary ModsRigs: Adam for the rest, and I have a second (wife's) rig Asus Rampage III Extreme & 960: Eve. Overclocking is useless to me if it is not rock stable.

Generally speaking, on air coolers or AIO water coolers like your H50, it is very hard to push past 200 MHz CPU host frequency (4 GHz on your i7 920 without turbo mode) and you will not go far beyond that. C1E Support and C-STATE tech were just examples of other Intel power saving features since I wasn't sure what's on X58, but I just looked it up and it's just SpeedStep. Also disable VDroop - this one is more important as it will cause a VCore drop in Windows.

Auto restarting can be because of your PSU, and since you have a Coolmax 750W, I'd say it may very well be the culprit especially since it only happens after overclocking. This kind of overclock won't cause a reboot so I blame the PSU. A Seasonic S12II Bronze 620W will be plenty (since your Coolmax 750W probably isn't really a 750W).

The wattage isn't the only thing that matters, since many cheap PSUs can't really output that much wattage. Brand name and model really matters. You have a GTX 570 - if you want to run two, a high end 750W PSU or better is required. So you can go for the Corsair HX750 or AX750.

Out of those three, the Corsair HX1050 is the best. Either one would let you run GTX 570 Tri-SLI with ease...

It will handle GTX 570 SLI easily, but we aren't 100% sure how the power consumption will be on next gen cards.

My 2 cents on PSUs is Corsair or PC Power and Cooling. Got a TX850 which is a rock, also have a PCP&C Turbo Cool 1200 (overkill) and a Silencer 2 950, rock solid PSUs and the Silencer lives up to its name. The Corsair gold you mentioned is a great PSU for sure.
