List your PC specs. Do you use PowerDvd? Is the card hooked up to a Vizio TV?

Is it possible that it's a bad port on the card? This sounds a lot like problems people used to have with old VGA and SVGA cards/monitors. One bad video cable or port and colors and interference like this popped up requiring something to be replaced. Usually that something replaced was the monitor cord. Are you plugged in with DVI or something else?

Have you already tried another cable? Do you have a different monitor or TV to test with?

Reverse the Video Cable if you do not have a different one to test with.

Can you try it with an HDMI cable? If it keeps happening with that too I would suspect the card is faulty and should be replaced.

Good idea. Would determine if it's the port on the card, or the whole card at this point.
