New GTX 980 ACX2.0 LOUD Fan Whine

Hey all,
 
I bit the bullet with my new computer build and wanted a graphics card that could handle anything I could throw at it.  Well, so far the eVGA GTX 980 SC (04G-P4-2983-KR) does that, but the fans have an awfully LOUD fan noise/whine to them anytime that they're actually moving.  In just normal desktop environments the fans aren't spinning and my computer is quiet, but soon after I start up a game (and it doesn't matter if it's graphic intensive or not) the video card's fans start spinning and I get a pretty annoying, loud fan noise/whine.  At low speeds, the fans on the GTX 980 are way louder than my GTX 570 ever got at full speed.  The noise really gets annoying between 1300 and 1350 rpms.
 
I bought this card over the normal one because the ACX2.0 was supposed quieter.  It doesn't appear to be the case.  Do I have a defective product, or is this just how it's supposed to be?

    You might have a defective card.. 
    Try running a stress test like Valley and see if it goes away.

    Running a stress test isn't going to correct fan noise/fan whine.

    When the computer turns on, the card seems to spin up the fans to a high speed.  Since this is a new build, I've had to restart the computer multiple times, each time the card spinning up the fans.  The noise/whine hasn't lessed since the first boot-up.
     
    Perhaps I should turn it in as a defective card and get a new one...  Any other thoughts before I do?

    Have you made a decision?  I am having similar problems where the fan will seemingly randomly spin up to ~4500rpm and not spin down.  This was a known issue on MSI 980 and 970 cards, but they fixed the vbios for their customers... no word from evga...

    Are you sure that you don't have a latent driver or software issue caused by your video card upgrade?  It is entirely possibly that you have a software or driver conflict which is kicking your fans up to a much higher speed than is necessary.  Which temperature monitoring, fan speed monitoring, and overclocking software do you have installed?  Which procedure did you use when swapping out the cards when you did the upgrade?

    Do this...
     
    #1 Shutdown the PC.
    #2 Start PC and access the BIOS. Do not enter windows, if you miss entering the BIOS and boot into windows start at step #1 again.
    #3 Do the fans run at full blast while sitting inside the BIOS?

    did you try using a custom fan profile with PrecisionX?

    Not the exact issue, but one of my fans likes to wind up to 100% speed on seemingly random intervals.  Still haven't found a solution.

    Yes, they will spin up to max speed sitting in the system bios.  Took about 10 mins, and only maxed out for about 20 seconds, but it still happened...
     
    did you try using a custom fan profile with PrecisionX?
     
    Yes, when the fans spin up PrecisionX is trying to tell the fan to run at 0rpm (because it's idling at ~40C) but one of the two fans does not respond.  When the fan is running normally, changing my fan speed with PrecisionX works correctly as intended, but when it spins to max speed, it ignores the software.

    I have tried 3 drivers:  
    -One suggested by an Nvidia thread on a similar, but not identical, issue.  344.11
    -The latest stable driver 344.75
    -The latest beta driver 347.09
    No overclocking
    Temp/Fan monitoring via PrecisionX
    This is a new (November 15th) build for my computer.

    Prolly defective card. Neither one of my evga gtx 980 sc acx2.0 fans whine. They are super quiet.

    OP: You sure this is a fan issue and not the "coil whine" some 900 users are reporting? The whine typically occurs when the GPU is under load, which would obviously mean the fans (can) kick on around the same time.

    It shouldn't be kicking the fans up to max unless the card is getting hot. Sounds like you have a defective card.
