Mouse and keyboard not working in safe mode EVGA X99FTW bios 2.01

I only discovered this today when I go into safe mode the usb ports for my mouse and keyboard become inactive. In Bios and in Windows everything is working fine. Anyone have any ideas to track down the issue?
 
Here's the form that at best I knew what to fill out for help.
What EVGA X99 Motherboard do you have?  Please place an X between the parentheses of the model number you are referencing.

(IF APPLICABLE) have the other physical BIOS’s been tested? No I have not tried reverting back to R119 to see.
*NOTE*  Not all motherboards have this switch and depending on the model there can be a 2 or 3 position BIOS switch.  Please see the manuals for the specific boards here:

Please go over EXACT setting changes from stock on the BIOS.
Please include EVERY voltage adjustment and value/frequency that was changed, and what it was changed to.
 
Have yo tried resetting the BIOS, either by one of the BIOS reset buttons or by Loading Defaults from within the BIOS? No

Problem description
Please be as specific as possible
My mouse and keyboard does not work in Safemode. They both work correctly in Bios and also in windows but neither ports are functioning in safemode.
 
 
 
Steps taken so far to resolve the issue
Please be as specific as possible, also if possible, please put them in order, as in some cases that can make a difference. Tried to update chipset drivers as my pc says I'm using 10.1.2.10 but when I try to update to 10.1.1.14 the utility says "A newer version is already installed. Are you sure you want to downgrade?"

    Nope that isn't this issue still did not work.
     
    I know it's not a EVGA or bios issue now though.
    I have 3 pcs all different but all have Logitech devices attached to all except 1 and none with logitech devices can be used in safe mode.  There is one exception one pc has a G710+ keyboard installed but a zowie mouse the Zowie mouse functions but the G710+ does not. The Zowie mouse does not use any drivers
    So my problem lies between windows and Logitech at the moment it seems.
     
    If I wanna install new Nvidia drivers I will have to swap the mouse around this I get that lil mission accomplished, because I use DDU in safe mode to do that.

    So as I was guessing earlier both Windows and Logitech have some sort of cause to my issue. Probably uninstalling that update might resolve my issue. I'll try that later today.

    That's strange.  I've been using Logitech keyboards & Mice for several years.  Both on Win7 & 10 and across the X58, X79, and X99 platforms.  I've needed to use safe mode now and then as well and haven't had any issue's.

    Agree and they have worked fine in the past but as of right now mine wont function. Still haven't gotten around to uninstalling that windows update to see if it resolves my issue. But right now I don't really need safe mode.

    Have you tried to re plug in the keyboard or mouse once you are in Safe Mode, so that Windows can re identify those USB devices? Also make sure that no other USB devices are connected to avoid any conflicts

    No I'll give that a try. Thanks . It's weird because for instance my G510 keyboard has a lcd and lit keys and as soon as I go into safe mode the keyboard goes completely dark like the usb port completely shuts down and it's the same with all my Logitech devices. Last time I used safemode was to install Nvidia driver 368.22 on 5/23/16 and it worked fine then. I looked into uninstalling that windows update that I showed above but I can't find it to try to uninstall it. All I can figure it was bundled with a actual windows update that I probably will want to keep.

    Just got done trying your suggestion EVGATech_Ray that didn't work. While I was in there I found a old razer mouse again no drivers needed and it worked just fine so the ports are still active.
