Low gpu usage (1070 FTW)

Hi everyone. First of all sry for my english.

Ive a Gtx evga 1070 ftw and im having low gpu usage in every game i tested (like rise of the tomb raider, gta v, mafia 3, crysis 3) and in every benchmark (3dmark firestrike, unigine heaven).

My gpu usage is always around 50-75%. It never reachs 95-99% where its supposed to be.

Ive my gpu bios updated, temps are fine. Tried different nvidia drivers versions, with DDU.
Xbox dvr is disabled, power management settings are in performance (windows and nvidia control pannel)(I tried changing everything in nvidia control pannel: dsr, v-sync, aa....)
Tried with OC on my CPU (i5 6600k) at 4.4ghz (preventing bottleneck) and with stock speeds.
Tried with OCing my rams (2x8gb 3200 mhz Corsair) , with XMP and with stock speeds.
Tried updating my bios (asus z170 pro gaming)
Tried disconnecting my gpu from my psu (corsair rm650x) and connecting in another pci-e.
Tried to format and reinstalling win 10 (anniversary edition and other version).

Nothing worked.

Could anyone tell me whats going on? Have I to RMA my gpu? Or its another thing whos not working properly?

Ive tried everything (or everything i read on forums) but nothing worked.

    You didnt meantion what resolution you are playing at. That will help the people that are able to figure this out.

    Also, check gpu-z under load, and see what the pci lane is reading. Is it going to PCIe-x16 like it should?

    Yeah sorry. Ive a 1080p 144hz gsync monitor. But as i wrote i tried to using reescaling option from nvidia control pannel (DSR i think) for make the gpu work in 1440p and 4k. But it didnt work.

    And tried installing my gpu in every 3 pci-e 16x from my mobo.

    Try testing the card in another computer.

    I cannot do it easily. None of my friends have an enough powerfull pc for testing my gpu :/.

    Local computer repair shop is always an option.

    Ill try as soon as possible. But there is anything more that i can try? Its possible that my psu isnt supplying enough power to my gpu? How can i know it?

    Or my mobo that cant manage correctly the power into the pci-e??

    Definitely not a psu issue. Are you sure you were looking at the gpu usage?
