Issues with fps

I dont know where to post this but i downloaded precision and shortly after my fps in all games dropped to only 30 and wont change regardless. I have windows 10 and a nvidia 970. I uninstalled Precision but the problem still persist.

    Check to make sure that the Precision X folder is completely erased on your harddrive. Then restart your PC. Sometimes the settings "left behind" can still keep the graphics card locked at the settings you previously ran them at.

    Use system restore to restore your computer to a day or so earlier if stalinx20 suggestion doesn't work.
