Does the 128W refer to the TDP rating of the GPU? Why is this above the 120W listed by Nvidia for a GTX 960? And does this 128W refer to the ENTIRE graphics card, or more specifically just the GPU chip?
 
When I use GPU-Z which shows the Power Consumption in % terms of the TDP, does 100% correspond to 120W or 128W? Why does GPU-Z reading spike as high as 110% sometimes?
 
It's a bit confusing. I wish I never bothered finding out about my GPU power consumption, but the more I find out the more questions I have and the more confused I get.

128w refers to the entire card. Yes, 100% TDP inside GPU-Z refers to 128w. As for the spikes... because you currently have your power target set to 110%.

No, the spikes occur at stock.

Do you notice the spikes in GPU-Z/Msi Afterburner/Precision X? If no, GPU-Z may be reporting wrong. 

Yes the spikes are noticed in all the above programs.
 
I mean, I was told it's nothing wrong for a spike to go above the power limit. So I'm not making an issue out of it. It's a spike, that's all. It corrects itself in the next instance and goes back down below 100%.
