I've never installed a graphics driver in safe mode before but I been reading that some people do and its possible?  Is it better to do that or not?  If so, is it better to install chipset drivers in safe mode as well?

Yes its possible but on the latest drivers release, Physx is not installed via safe mode so for a full install you must be running the full windows  :)

its in the driver notes on the Nvidia download pages  :)

But is it recommended to install the drivers in safe mode now? or the usual install all drivers in normal windows?

Is it really even necessary? I haven't had driver issues in at least a year. Installing in normal mode is probably the best way to do it, this is how they are designed to install.

Do not use safe mode when installing the Nvidia driversets. Install from a normal reboot after properly uninstalling the old drivers in Programs and features.
*remember to uninstall all the nivida drivers one at a time..with the "graphics driver" very last

I just uninstall reb00t until everything is out then install fresh, And yes I do install everything I use the HDMI output on my card and the HDMI input on my mon.
Some people can use the clean install built in for easy installing.

Due to having many issues in the past, I always uninstall and install in safe mode and use driver cleaner...Most recently, I had installed new drivers WITHOUT doing this, and my old drivers were apparently not uninstalled properly and it was causing driver crashes. Went into safe mode, uninstalled it, used driver cleaner, installed new drivers, and now it's all fine.

It really isn't necessary. It's just the steps I like to take to ensure everything is fine.
