Alrighty, first ever post.

So to explain my situation, I've been living out with my family in an area with no internet service, and I decided to try and download Precision XOC onto my phone and try to install the software from my phone. Yeahhhh, so that didn't work, gave me an error message of "ERROR READING SETUP INITIALIZATION FILE". Any workaround at all, maybe downloading it onto a USB somewhere in town with service and doing all that?

I definitely recommend that you go somewhere that has access to the internet with a USB drive in hand and download the latest Precision XOC that way.  Then take the USB drive home and install Precision XOC on your PC.  The reason it did not work when you tried the mobile download is like because of how programs are written for each individual platform and there is likely the incompatibility issue you experienced. 
 
I hope you find this helpful and that you get Precision XOC soon.  I love that program.
