Hey, currently have the 1080 FTW  08G-P4-6286. doing the ICX upgrade, ill get 08G-P4-6686.   my question is: what limitations are there (if any) with the 90 day step up i get with the ICX card? Ill try to phrase this so ill get an answer (because of the hot rumors with the feb 28th event lol) but say if a new card gets announced in the coming month and is released within the 90 day period of the ICX upgrade. i assume ill be able to step up to that said card?

also when does the 90 day step up start? once evga receives my original 1080 ftw and they ship out the ICX to me?

The ICX card that you upgrade to is just like a new purchase.  It has all the same capabilities of Step Up as the a brand new product.  The 90 days starts from the date of the purchase (invoice).  Just like if you were to purchase a product from NewEgg and it takes a week to get to you, the 90 day window starts on the date of the invoice, not the date you receive it.
