Oh, check it out, EVGA just scrapped BIOS 83, and they have reverted back to 82 for the sticky!
They have deleted the entire thread! They almost never do that.

v1ral, about your BIOS, that would be BIOS S60V, NOT 60. As a matter of fact, there was no BIOS 60 released. Forgive the copy-and-paste, please:

It is the number just after "release" or "rel.", and begins with IX58 or E7xx where 7xx is your board part number, for instance mine used to say rel. # IX58SZ2Z and we call that SZ2Z. Dual-digit BIOSes like 73 look like this: IX58xx73, where xx is the last two digits of your board#; for example if you have E760 and BIOS 63 it would say "IX586063;" -OR- they say "IX58SZxx" where xx is the 2010 or later BIOS revision number, 43 or higher.

So you see, you have S60V. I have only heard of this BIOS twice in the past year. This BIOS is so very old, I have to search the forum archives for it; that search engine doesn't work well. Your BIOS is from before May 2009. I even had to hack the URL to get the search result link to work. I could not find S60V, but found S60Z instead which no doubt is a later version than S60V:

For gawd sakes man, update that dinosaur of a BIOS!
Nobody runs that old of a BIOS. I think it may be the original BIOS when the E760 was first released.
 
Perhaps you should start a new thread when you do that too, start fresh with a fresh BIOS; most of the previous trys will be somewhat irrelevant. It would save other ppls a lot of unnecessary reading in order to come up to speed on your issue, and this thread is very long-in-the-tooth already. Apparently OCing W/S60V is a bust. Too bad you didn't identify it properly in the first post, would have saved us all a lot of failed trys.

If you use the USB method (PITA), you can save your old BIOS revision!

Okay..
I keep getting errors at the 3:44 min mark raising vcore all the way up to 1.325.. had to stop there.. cause I was tired.. temps got up to 93 highest core....

Those suggestions are things I'd do if this was my rig and I had adequate cooling, like you are going to have with your new H20 block, hopefully. The RAM voltage is critical to its stability, believe it or not, as the G. Skill Pi 8-8-8-21-59 Blue/Black RAM needs a little "jolt" of VDIMM to be stable, just slightly more than OEM recommendations. Likewise, the 88 setting needs to be changed to 59, which IS the factory recommended setting, which goes with the 8-8-8-21 settings. If you leave it at 88 memory performance can decrease slightly, so best to leave it alone at factory recs.  
 
The other adjustments are just habit, things I do to every CPU with a good batch#, proven low-voltage CPU's like yours and mine, so consider them and think someone with some experience with your CPU/RAM combo highly recommends them for your use, too. You are certainly very close to a stable setting, cooling being adequate as the caveat here, and my suggestions are only mirroring that fact. These are the same settings you would be using for 4210Mhz (201 BCLK), it goes without saying, there's not a thing to change, just the QPI numbers that is all. This pig should fly about now, cooling being adequate, as you are there literally with your settings if you take my suggestions and run with them.  
 
If this helps, then you have a winning combo for your goal, and it's simply a matter of getting your cooling in good order, and the other variables of course (PSU being adequate to the task, good case cooling overall, etc), so it appears you have learned something from all this fiddling around you've been doing, a good thing! Here's wishing you the best 'clocking possible, and I surely want you to hit that magic 4.2Ghz setting you've been trying to get to for weeks now. 
 
Have fun most of all, don't get flustered and upset by any of this, it's all just "free Mhz" because anything over the base clock of 2.67Ghz is a gift from the overclocking Gods...

Only thing that I can see is keep raising CPU Vcore. Or get a better CPU Cooler.
What BSOD are you getting, if you are getting one.
If you are not getting a BSOD what is it doing when you test it.
What are your Temps under load?
 
It seems to me after following this thread since the beginning is your Temps are limiting you from doing what you want.

at first i was getting raise vtt bsods.. came up with.the +200 settings.. trying to lower vcore now.. just erroring within the 4 minute mark.
i hope this new water block does the trick. it.s in route last i checked its in Hawaii should be here by tomorrow or wednesdays..
highest temps are like 82-83

Sometimes to much voltage can have the same effect.
+200 should be plenty. Is it Tri Channel or Hexa Channel Memory? Hexa could need more but not more than +250. If it is only Tri then I would raise CPU Vcore instead because I couldnt see it needing more than that.

Basically it's just two sets of Tri Channel to fill in all the DIMM Slots. The motherboard still runs in Tri Channel. 
Most people will buy two Tri Channel kits though instead. It does have a very slim chance of causing an issue if they are two different revisions though.

Most people will buy two Tri Channel kits though instead. It does have a very slim chance of causing an issue if they are two different revisions though.

With "197 base clock" I made a few adjustments.
vtt is +125
vcore is 1.29375
Load temps are 84 strong.. 53 gflops.

That is within normal temps, slightly high compared to my AIR Only setup, but it 
is fine for what you've been up to so far...so confidence and some tolerance for
"high temps" are working for you!
 
Well, you are stable at the "base frequency" that you wanted so much to be stable
so what is next? If you continue and click four times on the QPI clock to 201, you should
try it "as-is" and see if it will hold there with those settings. See how far it goes before you
get a BSOD, if any. If you get a BSOD please note the error message exactly even if it
freezes during the "mapping phase" where the BSOD is queried in Windows and it comes up
with an "error code" in a Mini-Dump. If you get the Mini Dump and the code for the BSOD post
it, and we'll know what to adjust next, if anything.
 
To think that my rig with the Batch#3849B203 CPU in it runs 4210Mhz 24/7 with exactly those
settings you are using, or close to them in any case, with VDIMM @ 1.67V and VCore at 1.28750V
should encourage you somewhat also! I am thinking if you get a BSOD that I'd change the RAM's
adjustment slightly, give it the voltage I recommended in the last post I made...1.67V VDIMM...and 
see if that does the trick. 
 
This particular G. Skill RAM loves to have a slight bump in VDIMM and then it's happy at the higher
registers, and I'm not the only one who bumps voltage up slightly with that particular RAM...it's sort
of "normal" to do so when overclocking to higher points. That may be the only adjustment you'll need
to make! The VCore should be fine for 201 frankly, if that CPU is taken from the same batch, which it is
from, it's just a matter of "where" in the silicon wafer the CPU's guts came from to be candid about it.
 
Anyway, good job, now get moving up to 201! You have all the answers here in my post, and if it BSOD's
try the RAM VDIMM first before increasing any other voltages, because that is the one I see that needs 
attention *if* you get a BSOD @ 201 settings.
 
Good luck, and hope this finally gets you over the hump. And let it ride if the temps get to be 90-ish, and
I mean do NOT back down and cut the program, turn it off manually, because the temps get to be 90-ish...
the CPU can take it fine up there, and will recover without being damaged, so give it a little more room this
time ok?

Update:
I didn't pass 20 passes of linx.. My pc restarted.. with no error or bsod..
and I wasn't here to observe the outcome of this failed attempt...
Any more suggestions..?
