I figured this out too and decided to actually post how I did it. I was looking for the uninstaller so I could update to the latest Precision X so these instructions are based around that assumption:
The root of the issue is that the new Precision X installer can't uninstall an older version. You need the installer from the older version, the ".msi", to uninstall it. That's why not even "Programs and Features" can uninstall it, because the original installer is nowhere to be found. So the first step is to download the old version from EVGA's website, . At the time of this post, verions 5.0.0 - 5.3.10 are all available for download there. Download the one that you currently have installed (you should be able to find the version number in "Programs and Features"). Attempt to install the same version that you have. If yours behaves like mine did, it'll throw the same error when it tries to uninstall the "old" version. When it does, navigate to Users/_UserName_/AppData/Local/Temp/. Once you've navigated here, you'll see a bunch of folders with nonsense-names. Sort the list of folders by "Date Modified" so you can see the most recent folder on top. The "Date Modified" should be moments ago, when you tried to "install" the same version of Precision that you have already. Open the temp folders one by one, from the top (most recent) down, until you find "EVGA PrecisionX 16.msi". This is the file that the installer is looking for. Copy that to your desktop, or any location that isn't "Temp". Then cancel the install of the Precision X that you're currently installing (remember, it's the same version as the one you already have installed). Then flip back over to the installer for the newest version of Precision and attempt to install it. When it throws the error looking for the installer for the old version of Precision, navigate to the .msi you copied to the desktop. This should allow the installer to proceed as normal!
