I realize this might sound stupid but I've never had a drain valve of any sort and am wanting to change to an in-line reservoir from a bay one and add a drain valve of some sort. I saw this which looks interesting, but what does it attach to?

That looks like a ball value, basically one end attaches to tubing, the other stays free, then you want, twist the black part, and the water will be let out the free end. I would bet that the right side has g1/4 threads for a fitting. 
 
Here's one attached to a t-connector. Normally people put some extra tubing between the value and t-connector so they can pull the lose end outside of the pc, then open up the value and drain.

Got yours, rlb, since you do not have a third port: if your radiator has multiple inlet/outlet ports, you would install it in a separate port on a radiator or something like that so that you can drain it. I will send you a picture of how mine is set up in a few minutes.

So this can be attached to a fitting on one side and the other end stays open, but closed except when draining? The reason I'm confused is in the pictures I've seen with the valve in the closed position it looks like it wouldn't close off completely, and would let water drain out-defeating the purpose of the valve.

I was looking to add some sort of drain to this reservoir, but am not sure where that would go with the D5 pump attached to the bottom...probably need a t-connector somewhere like dave851 pictured above, I"m guessing.

Also, put this somewhere after your pump, or your going to pull in air instead of push out water.

For the most part I no longer use a drain plug but use Quick Disconnect No-Spill Coupling, see Post below for more info.

always get a plug, never leave the drain open even though its closed  better for safety

I have that same connector in black.
What I did was at the physically lowest part of my loop (so gravity helps) I have a T in my line, on the perpendicular  section of the T I ran some excess tube I had to the far side of my case and installed this valve with a barb on it and left the valve closed and a plug on the end.  When I did need to drain, I had an additional length of hose with a barb on it, removed the plug, threaded hose it into then opened the valve and let it drain.  I went with this much extra tubing so I did not have to move my case or anything else (Mountain Mods.... so it is a bit cumbersome) and the draining is easy and neat.  When it's done, close the valve, shake out the tube, unscrew it, put the plug back in and you are good to go.

I placed mine at bottom of res highlighted in white circle,this way it drains easy plus when I flush the system. I open up drain just a little ,so I can keep up with when adding new fluid.

Just an update. I ended up going with the bitspower drain valve on the bottom of my reservoir connected to an extension. It just seemed easier..and it works very well. I know it's been a while since I posted this, but thanks again, and here it is on my rig.

I haven't checked back on this thread in a while but just saw some new posts to it so thank you guys for the compliments. I'm still tweaking things on the build out of changing parts and necessity. I changed the pump to a variable speed D5 with a little higher flow rate and when I did that my Primochill CTR reservoir started leaking like a sieve at the pump mount. 
 
I got in touch with Primochill and they're sending extra shims/gaskets to fix the leak but at this point I'm disappointed that they didn't use standard sizing and materials on the reservoir construction so I went ahead and purchased one from a different company. I"ll be installing the new reservoir this week, which will change out the tubing look but if you're interested in that you can take a look at the ever growing build log 
 
I do have a slightly better pic of the drain valve and as you can see it's just attached to an extender which is in turn attached to a 90 rotary fitting that attaches to the reservoir.
