Hard to tell if the CPU and GPU are shot. I suggest taking the video card out of the machine and trying in another machine, if you can. That will give you an indication if all is working properly. As far as the CPU...replace the MB and put the CPU in...if it boots, then all OK. I had the same thing happen to a friend about 5 years ago. MB was totally fried...as was the memory...we only found out after rebuild. Machine would not boot with 4 sticks of memory, but did with ONE. CPU was OK...original MB was toast and three of four sticks of memory. Sort of trial and error.
