Gtx 970 Sc running half of the effective memory clock!?

I've been having a few issues with my Sc gtx 970 which I thought I narrowed down to drivers but I think this is worth mentioning as well. I looked up some specs for my card showing the effective mem. clock being 7010mhz. Mine constantly runs at 3506mhz even in gaming. Normal?

    Yes. DDR means double data rate.
    'Effective' = advertising the higher effective speed of DDR.
