Hi iv looked on how to keep the power target at its full % and iv not seen any vids of it. I can set my power target up to 110% but iv notice that it does not even stay at that level, even when playing games. How would i keep my power target running at 110%? My base clock stays running at its level and when playing games boost clock stays at its level just my power target does not stay it even deeps to 50%.

The power target is dynamic.  By setting it up to 110% means that you've now allowed your card to go up to that power level before the card will throttle down due to exceeding the power limit.

No there isn't that I know of.  Besides that, there is no reason to have it stay there.  All it does is increase the amount of power that your card can use before throttling.

If the power target increase the amount power use of the card wouldent that make it run better? My voltage is running 1037 so that is something different then my power target? Thanks for the help on this.

No.  It has nothing really to do with voltage or your clock speeds other than to allow the card to "use" more power.  Just set it up to the max and leave it there.  The load from the game or benchmark on the card will do the rest.  Simple as that.
