Anyone know a good UDP File server that's web based or something that has a web portion for the clients? 

Simple answer throughput! Its way faster there is one i've found so far expedat but its cost a $$ ton. Torrents use udp and that's why they download so fast.

Thoughput is not dependent on the transport protocol type being used. It's bandwidth based and provisioning based. The only inherent difference between TCP and UDP is the non-existant ACK on the packets being sent by UDP, thus making it seem faster as there are fewer packets being sent/acknowledged.  TCP is more reliable as each particular packet is to guarantee your delivery of the packet in question. UDP does none of this and corruption would most likely happen for large files as each packet is being sent without checking to see if the previous was delivered properly. Torrent applications utilize CRC checks to ensure the file is correct after it's all been assembled on the back end but overall if you are just wanting a server to provide UDP related services there is no inherent advantage of using UDP because of the corruption possibility.
 
You can do whatever you want, service wise, but I don't see any reason for using a server which is strictly or UDP only. Most VPS servers can provide TCP and UDP services without having to pay for only UDP being utilized on them. Like moose517 stated, I've never really seen a service for UDP based servers specifically. Especially in the virtual server provisioning market.
