I'll take a wild guess that lately most system component manufacturers (i.e., MB's/GPU's/CPU's) are putting more "restrictions" in/on their products to keep us Crazy OC'ers from Melting them!

Can You tell me what I need to do, I've tried everything I thought would work to get past 1.6v Vcore in the UEFI BIOS Overclocking with a 3960X CPU.

First page mid way down you will see a setting called extreme OV. Set that to enabled.
That will unlocked 1.7V. And in the os you can get another .640V using AIS 3, but you would more than likely need ln2 for that. You should be able to use up to like 1.65V or so.

Thanks for the Info, I had already enabled the extreme OV, But that still didn't allow over 1.6v without boot errors (i.e., CPU voltage too high or Overclocking Failed press F1 to reboot).
Also there were times trying to get past 1.6v that when it actually Did try booting up, 3/4 of the way into the Windows 8.1 Desktop, the Whole System would just Completely Shut Down, which made me think it possibly had something to do with the VRM Protection enabled setting in the BIOS, But disabling that setting made no difference and since I have Chilled Water Cooling on the MB I didn't think it was an Overheating problem anyway.
 
This 3960X was loaned to me by doorules that he had running at 5.4GHz at 1.64v on his ASUS RIVE on Chilled Water Cooling, But on this RIV BE I haven't found out why there is this vcore limit yet.
It is Not a PSU issue because I swapped out my Thermaltake Toughpower 1200W with a Third New Rosewill Hercules 1600W/110A single-rail PSU dedicated once again only to the MB with exactly the same results.
 
As you have stated, I Should be able to get up to at least 1.65v or so with this MB, But I still haven't come up with any reason other than possibly hitting the OC ceiling for this 3960X even with temps of -40C at the SS Evap Head and a reported temp (ASUS OC Panel) on the CPU of -10C to -12C while under Benching Loads.
 
I have PM'd raja at the ASUS Forums who said it Could be the phase unit is falling over when the CPU pulls current and the temps are soaring and that 1.60V is a lot for a single stage phase unit when the OS loads and the processor goes into full load.
 
Maybe there is some Merit in that explanation, But I have even tried setting the vcore past 1.6v at the Default 3.3GHz CPU speed where you would think the temps are out of the equation, But No Such Luck Again.........Still can't go above 1.6v without having the same problems.

Yes, And although that did allow me to raise the Vcore at the Defauilt CPU 3.3GHz to as High as 1.8v, I still could not get higher than 1.6v when trying to go over 5.4GHz without getting the same error messages as before.
 
However, I happen to notice a Program similar to EVGA E-LEET that was in my RIV BE software package called ASUS TurboV Core that allows multiplier and voltage adjustments while in the Windows 8.1 Desktop and found I could go past the BIOS setting of 1.6v to 1.8v.
 
While using this software I have reached 5.425GHz at 1.648v as shown in the Pics, CPU-Z and HWMonitor,, But I believe I'm at the Limit that my SS Phase Change will allow this 3960X to OC, So Yes, I have solved the Vcore Problem, But unfortunately any further Vcore Increase will not help OC any higher without errors.

I thought this is what you were using. This is an Asus board not an EVGA board.
And once you hit you last wall. You will in fact need to run LN2. The Chip has like a temp stage. Best way to describe it. And if you are not below it your chip will not clock any higher. Example. That temp could be -80C.

No, I wasn't using EVGA E-LEET on my RIV BE, I was just using the UEFI BIOS until I just tried the ASUS TurboV Core (AI3) last night and today.
 
Yes, I indeed hit the wall and agree that it would need to be on LN2 to go any higher on the OC, I was just experimenting with doorules 3960X that he wanted to loan me to try Benchmarking on my SS.
 
I knew the 32nm 3960X at 5.425GHz would not Benchmark as high as my 22nm 4930K at 5.2GHz did, But it was a lot of Fun just experimenting with it!
 
BTW, Have I told you how much I still Hate Kneadable Eraser?

Nice job hallowen, way to stick at it and figure out the Vc thing.  I would have thought that cooling rig you have would have allowed for higher clocks, I guess it will require ln2 to go higher. It is also telling me that my cold air induction system must work pretty dam well even though it is so simple a setup. All the same it was interesting and thanks for helping out bud.

No Problem and Thanks again for Loaning it to me, It was a Lot of Fun testing/benching with the 3960X, Especially when I didn't have to spend $1k to buy one first! LOL!
 
As johnksss has stated, It would take LN2 at about -80C to get past the "Wall" that I encountered on this Chip where no matter How much Vcore I pushed, It just wasn't running Cold Enough to OC Higher.
 
Anyway, I re-installed my 4930K (plus another session of using Kneadable Eraser!) and once again I'm up and running.
 
BTW, Have you had a chance to use your "cold air induction" with your 4930K Yet?

After countless nights and days of indecisions, I have Finally decided to "Get it Colder", But I will be testing on DICE First because I want to get the "Feel" of things.
 
Also I don't know the time frame for my shipment to arrive from overseas , But I will be impatiently awaiting the arrival of these Items shown in the following Pics that recently were purchased from Kingpincooling.com/products and I am now in the process of COMPLETELY tearing down my Rig and building a New Extreme Benching Platform.

Here is a "Simulation" of my New Extreme Benching Rig (Notice the White Imitation CPU Pot).
 
I'll probably be waiting a few weeks for the REAL Dragon F1 Pot to arrive so I can begin with the Kneadable Eraser/Insulation and Shop Towels and hopefully after all that is completed I'll go get about 40lbs of DICE, Some Alcohol or Acetone and continue my Journey into the sub-zero Coldness!

My K|ngp|n Products have Arrived this morning! 
 
I have attached the K-probe into the F1 base and insulated the Pot, and Now I can continue on the tasks of re-insulating the MB again for Sub-Zero use, Although it will be a few days yet until I can actually do some testing!

OK, Started Testing with DICE Yesterday in the morning and was just starting to cool things down so I could see if everything would Boot and run at my previous 5.2GHz before going any Colder.
 
 

 
 
After a Successful Boot at -28.3C on the Pot / -9.0C on the CPU, I started to raise the CPU Multipliers and Bclk settings to see how much higher I could go on Overclocking while Dropping the sub-zero temps as I went.
 
 

 

 

 

 

 

 

 

 

 
 
With the Temps at -52.9C on the Pot / -24C on the CPU and STILL Dropping, I started to run 3DMark Fire Strike at 5.45GHz and was finished with the first two Graphics Tests and JUST started the Physics Test and..................................OOPS!!
 
 

 
 
Well, @$%*#!,...........The System Completely Shut Down, and Would NOT Re-start at Temps of -62.2C on the Pot / NO Reading on the CPU since it Crashed.
I was reading "00" on the Diagnostic LED on the MB and since Nothing I did to remedy this situation made any difference, I decicded to Completely Tear Down the Rig to check for problems.
 
I Cleaned and re-assembled the MB again with only one stick of ram and a GTX 480 with a Corsair Air Cooler on the CPU, But Still had the same "00" LED Readout, So for whatever reason, My ASUS RIV BE Motherboard has Failed!
 
So Now I am in the process of cleaning up the MB to prepare it for RMA to ASUS for Warranty, and whether I get a replacement or Not, This is the time I will start preparing for the X99 MB's, CPU's, DDR4 Ram and probably start selling off the 4930K, DDR3 G-Skill Ram, and the Replacement Motherboard (If I can get an RMA Replacement).
 
I Have Pushed this System as far as I want and I DEFINITELY Do Not want to Damage my Four KPE's, Which I have already tested each in my EVGA X58 Classified to make sure THEY are Still Operating Correctly.
 
Such is the Life of an Extreme Overclocker, But I'll be Back!

looks like you may have gotten water in the memory slots. I would take a high powered blower or something to that effect and blow dry the whole board. Then try it again. You only need the copper heat sink to sit on the cpu while trying to get it to turn on. make sure to reset the cmos as well.

Appreciate the assistance johnksss, But I made sure I had shop towels stuffed into the memory slots and everywhere else on top and bottom of the MB to absorb any moisture.
Upon disassembly of the System I could find no traces of water anywhere and went ahead after stripping the whole motherboard (including removing/cleaning the Vaseline from the CPU socket and All the Kneadable eraser insulation), Heated and Dried it completely with a Blow dryer and then re-assembled it using just Air Cooling components like I posted before, Reset the cmos numerous times, Still got the same "00" LED Readout and No CPU Fan Start or other LED's on the MB, Only the GTX 480 Fan came on with no other indication of the system attempting to Boot Up.
 
Pretty Sure a MB component(s) Failed during stressing it too hard, and no matter how many times I swapped components (graphics cards, different Ram or even a spare 3930K I had use of from a friend), It Would Not Boot.

Thanks DaveB, It's Not like I haven't had Failures with Various Brands of MB's before.
 
Not trying to be specific, But Back when the EVGA X58 series first came out, I had to RMA FOUR of the 3-Way SLI Classifieds until I got one that stayed operational!
 
Nevertheless, I'll be contacting ASUS tomorrow and see if they will give me an RMA for it and whether They Do or Don't, I'll probably be looking in to selling my X79 components and waiting for the X99 products to be released while I Take a Little Summertime Break and do some other needed projects that I've been postponing.

Yes, I removed everything on the MB that could be removed including the VRM / MOSFETs and Southbridge Heat sinks, CPU load plate and rear bracket and found No Traces of moisture anywhere before I then went ahead and used CRC spray contact cleaner as an extra measure followed by the Hot air blower everywhere on both sides of the MB.
 
As I stated before, After I was sure everything was nice and dry, I re-assembled some basic components and it still Failed to Boot showing "00" on the Debug LED, So looks like my only option at this point will be trying to get an RMA from ASUS tomorrow.
