Edit: Hmm even at 200blck it hangs at b8. 

Interesting.. 4.5Ghz was fine till I updated the bios.

I am at 4.3ghz 206x21 / Uncore 16x @ 3300mhz / and my CPU VTT is at +0mv/1.2v
I hope that's a typo. On a classy that is 1.65 volts on CPU VTT, but this is the Get it Colder thread so Im guessing your temps are nice and low. Still doesn't look right though.

First, it's a 930.
 
Second, it would run 4.5 no problem before bios updates. So, I just have to rebuild.

Yeah but running 4.5 @ 1.6v, updating bios and having to redo OC, is a lot different from a dead CPU.
 
Why don't you ask Falcon about that Gulftown he fried running 2.0V through it?

It was more to the point.. A dead CPU. Is dead. It doesn't boot at all. Whereas I'm now back to 4.0 and climbing. i.e. this isn't a dead CPU.

Notice I made no suggestions for v-core? Thats because give it what ever it needs and your cooling can handle.
  Remember these chips do not like to much voltage as much as they do not like to little.
 

98 percent of the time....you will have to redo your over clock. just no way around it and the clocks never work the same....until..... you start over...then once it's said and done...it usually either takes a tad bit more or less...and in half the cases...they are about the exact same. but for some odd reason...you have to do them all over to get them back to where they where to begin with.
could have something to do with memory locations from the old to new bios...speculation of course

202x21 stable @ 1.40Vcore, +125VTT
 
Upping vcore to 1.5, and VTT to 200, pushing from here.

After slowly climbing the VTT to +350, it now passes at 212x21. 1.5Vcore wasn't enough though, bumped it to 1.525.

Sounds like you know your BSOD's off the top of your head.  Mine never stay long enough to know what the fail is.
