GTX980 low fps

My cpu is i7 5820k, 16G DDR4 RAM, win7 64 bit, 1080P monitor

both 344.11 and 344.16

gpu usage 45 percentage in World of tanks, about 55fps

gpu usage 60 percentage in Far Cry 3, in any setting about graphic, the fps always be about 30 fps

But it's normal in Battlefield 4. 100 percentage usage and it can have 100 fps. 
 
And for test software like 3dmark 11, CINBENCH R15, HEAVEN BENCHMARK 4.0, the result of them is normal and great. 
 
so it is the problem of drivers？

    I have solve this problem....
     
    disable hyper-threading

    enable high performance power plan

    overclock my cpu

    I got a 980 SC. while im playing csgo I still got 190 fps at the most. ive clocked my cpu to 4300 mhz and still ive got that low fps. what seems to be the problem?? Ive got a fx8350 cpu 8gig ddr3 ram at 1600 mhz and my gpu running at 1379 mhz
