I do no gaming but use this card for MadVr video playback and is starting to fail with any load
it has green specks and red and blue. My question is need a GTX-960 4GB
which one of the EVGA? I like the reference cooler design? But am open to suggestions.

I doubt it. Going to buy one from EVGA. Bought the last one off Ebay so doubt it
would have warranty. Less than 2 years old would have thought it would have
    lasted longer.

Hey bud.  At the top of the page on PC version, select support and then either 1) register your card and upload your receipt or 2) submit a Guest RMA.  Either way, you can get support and if you register your card, you can track it through the website and see everything that happens.

If you go to guest RMA first, you can enter your serial Number (Do NOT post this on the forums for security of your hardware) and it will tell you how many days you have left to RMA.

Now, Once you do that, they will email you instructions once the RMA is processed.  Please include the link to this thread in your Support request so they can see what has been suggested so far.  They will try to walk you through a few steps in hopes of correcting the issue, but give them a try and they will get you squared away.

Before I send in I updated to the 12/1 drivers for W7 x64 and that seemed to
help as well as kboost my card and increase voltage. I ran artifact scanner and
nothing popped up as far as colored specs. While watching hdtv I still noticed
it. Wonder if my HDMI cable is going bad?

Wouldn't hurt to try a different cable just to see. I have several, because I can get them so cheap at Fry's sales.
