GTX 980SC ACX 2.0 fans do not run on auto fan setting

As the title states, I just received my brand new card. Installed it and noticed the fans do not run on auto fan setting. The only way they will run is if I manually set a percent value in Precision X. Has anyone else had this issue?

    Ok, I just found the Enable Automatic fan Control button. I guess that is the way to do it?

    One Bios I think keeps the fan off until you hit 60C or so.
    Do you have Two Bios?

    They don't turn on until higher temps.
