GTX 980 SC ACX 2.0 fans not slowing down

My GTX 980 is borked. Once the fans speed up, they don't slow down again, even though temperatures of GPU are between 35°C and 44°C. I do not have MSI Afterburner or EVGA PrecisionX installed. Fan speed is entirely controlled by GPU/Computer.
How to fix?

    Does rebooting fix the issue?

    Yes and no. A simple reboot will only slow the fans down a little. To turn the fans off I have to turn my PC off.

    Sounds like your card has a bad fan controller. Try the following to see if it helps resolve your issue...
     
    #1 Remove GPU fan shroud and make sure the GPU fan cable is fully seated and secure to the GPU PCB fan header.
     
    #2 Make sure the card is fully seated to the MB. Make sure the PCI-E power cables are fully seated and secure at the PSU side & GPU side.
     
    #3 Uninstall all monitoring software. (Precision, Afterburner, Speedfan, HWMonitor, etc.)
     
    #4 Perform a clean installation of video drivers.
    1. Uninstall Precision X/Afterburner if installed, make sure to select "no" to saving profiles if asked.  Reboot the PC now if you had to uninstall PX or Afterburner.
    2. Download & save graphics driver 350.12 to your desktop. Run the graphics installer located on your desktop once the download is complete. 
    3. Select custom advanced install, under custom installation options uncheck all options except the physx system software, if you have a 3D capable monitor and would like to use 3D at some point please select both 3D options, check mark perform clean install, then click next to install the driver, reboot when asked.
    If you're still having problems after performing steps 1-4 RMA the card as the fan controller on the GPU has a problem.

    I removed the GPU from my build. Fan connectors were attached properly and the GPU was re-seated into the pci slot with care (how do you even not seat it properly into the pci slot anyway?).
    PCI-e power cables are attached firmly an both ends.
    All software for monitoring and manipulating the GPU were removed, profiles deleted. Graphics driver was removed and cleanly re-installed (current 352.86). Fans still think they're a jet engine.
     
    I just now saw you recommended using the 350.12. Is there any reason to use the outdated driver instead of the current one?
    As of now I unplugged the GPU fan cables from the GPU PCB and had some 15 minutes Valley benchmark running to see the temps. GPU stays at 80°C which is acceptable. Thinking about  removing the fan shroud and having the below 2x120mm fans cool the GPU.

    Recommended 350.12 as lots of people have been having issues with 352.86.

    Tried the 350.12 driver which did not solve the issue.
    Regarding the removal of the fan shroud: it is not possible to remove the fan shroud without physically damaging the shroud itself as one screw is hidden behind a plastic strip for which I was not able to find a way of removing it without breaking it.
    Now I simply leave the fans unplugged and have my underlying 2x120mm Noctua fans cool the GPU with case airflow. Here are my testresults:
     
    EVGA GTX 980 SC ACX 2.0, 0% Fan config
    Unigine Valley runtime: 15m
    Time to reach stable temperature of 86°C under heavy load (Unigine Valley): ~2m
    Time to reach stable idle temperature of 33-35°C with web browsing and light activity: 8m21s
     
    While playing Battlefield 4 in a 64 player server for 45 minutes (map was "Siege of Shanghai") the GPU did never go past 81°C.
     
    Since this works fine for me, I won't go through the hassle of RMAing this card. System runs quieter that way.
