Nothing I have tried has worked on stopping or minimizing the stuttering in every program, even web browsers.  I even bought a Asus 144hx gaming monitor, it helps but not really all that much.  Where is all the other people having this issue?  The NVidia forums and other game forums are full of people with this exact same issue and there seems to be no solution.
 
I have tried every combination clean install drivers, control panel / in game settings, uninstalled/installed PrecisionX, tried KBoost, pretty much everything and this card stutters worse than Mel Tillis on 5 gallons of coffee.  Probably going to take this card back.

There are two issues that I have not been able to overcome.  Previously I had a GTX560ti so upgrading to the GTX980 is a huge step.  The 560 also had these problems but I managed to minimize the stuttering but the AA at a distance would still give me shimmering patterns.

Game: Chivalry: Medieval Combat (UDK engine)
To remove/reduce the stuttering with the 560ti.  I did the following:
1. Turn off Vsync in game - it is jsut badly coded within the engine.
2. Turn on Vsync in Nvidia Control Panel
3. Nvidia Control Panel - set render frames ahead to 1 or 2 max to limit mouse input delay
4. Use Nvidia Inspector ( )
- download and install, click the little Tool Icon in the middle right of the program
- This will open the Nvidia flags. You can tweak a lot more than in the Nvidia control panel
- Look for the Frame Rate limiter and set it to 60, hit Apply. This will prevent your GPU from rendering more frames and creating the micro stuttering
- save and close.
5. Then goto UDKEngine.ini and set all of your FPS settings to 60
- This includes: smooth frame rate = true fps min/max= 60 and Desired frame rate = 60

While this seemed to make the game silky smooth with the 560ti, I still had the problem of distant objects aliasing and twinkling.  So I bit the bullet and bought a 980.  Now I have tried the above with the latest drivers and turned on MFAA (not supported for Chiv) still getting horrible micro stuttering of animations specially of other players and when moving.  I feel the only thing that has helped the AA at a distance it the DSR at reducing this but the negative side effects are that all text - chat and console are almost too small to read.

I have been testing all different scenarios with in game settings and Nvidia settings and just not getting anywhere with the micro stuttering.   Of course it could be the game but the 560ti stuttering was eliminated.  Any ideas would be greatly appreciated.

Sadly I even get stuttering when scrolling web pages....

    Did you remove ALL the NVIDIA Drivers before you installed your new card and also remove EVGA Precision X if used and not save the Profiles?
    What CPU is this Intel P6?
    What is supported
    Is your Motherboards Bios Current?

    Is the integrated GPU Disabled in the Bios?
    What PSU Model do you have and how Old is your Power Supply Unit?
     
    In General you should have Virtual Memory-Page File: 10 GB or 12 GB would be best. 0 is not good for overall usage.

    Yes, clean install of only drivers, removed all additional Nvidia stuff like Precision X as well as Experience.  CPU P6 = i7 - 4770k, new Mobo - bios up to date, new Power supply less than 6 months old.  On board GPU is disabled in bios.  The HDs run @ 78,000 rpm but with 8 gigs of ram, that is why I dont have a page file.  A ram page file is faster.  Of course running with/without a page file is always controversial.  I have been doing it for years with no problem.

    Intel Drivers were all up to date except the Graphics drivers which of course the GPU is disabled.

    After installing both my 980's I had the same thing occur to me. I found an old copy of gpu tweak on one of my drive's and removed both the old copy of gpu tweak along with precision x. After reinstalling precision x problem was fixed.
    Look for any old drivers or programs that could be hidden.

    Well nothing seems to have fixed this Micro stutter.   I even tried and unlocked the games FPS caps lock: bsmoothframerate=False and while I was getting 700FPS with the game's VSync and the Nvidia VSync turned off the micro stuttering was even worse.  With every movement the screen was micro stuttering.  Player animations were micro stuttering.  I know this game is using the UDK3 engine but there has to be something that can be tweaked to make the game smooth.  This is even effecting webpage scrolling...

    Does the micro stutter correspond to GPU usage drops? If so what does the GPU usage drop to?

    That is just it, there doesn't seem to be any drop in GPU usage at all.  With or without VSync frame rates remain solid.  I even unparked the CPUs.  Not sure if it is that the drivers are still new or that the game itself just stutters.   But like I said I had it almost gone with my 560TI in all but really heavy combat.

    I wanted to update this.  I just got a ASUS VG248QE 24" 1080p 144Hz 3D Gaming LED Monitor and holy **** what an improvement.  Sadly there is still some very minor micro stuttering, still noticeable but really not that bad with that bad assed monitor.  Still though, I shouldn't have to buy a new monitor for smooth game play with this power house of a card.  Granted that monitor is radically different in response time and refresh rate.  I also got a new cable display to DVI for my second monitor and will probably get a third as I have mounted the second on it's side.  Anyway, I will see if I can further reduce the stuttering with tweaks to in game and Nvidia settings.

    I would think that your using a ram disk setup with only 8gb of ram in the system, then turning off your paging file is going to be your problem. The paging file really needs to be turned on in your system. Also, if your monitor had a response time that was any higher than about 10ms you def would of had issues with it. A monitor like that will not be able to keep up with the gpu when gaming. It would be fine for web surfing with a lot of static pages though. How fast is your internet connection and how does it perform? That can give issues too if your gaming online in a multiplayer environment and run into a lot of latency. Also, in the NVidia control center, under texture filtering, anisotropic sample optimization should be set to off.

    The Ram disk is only for Intel's fast boot and that disk is on a partition.  I did get that new Asus monitor last night and that reduced the micro stutter quite a bit.  I am on Google Fiber 1GB up and down so that is probably not the issue.  I would agree with you that the older monitor was probably too slow to keep up with the GPU and I was going through the HDMI port at the time.  But even with the new monitor the micro stutter is still there under certain conditions. 

    last night I went back to Nvida Defaut settings and will slowly start to tweak there.

    Sadly I hate to report that the stutter is still here.   It is now effecting video playback as well.  Anyone have any ideas?

    Made an update to the original post.  This time I tried reinstalling Precision X and even tried Kboost with zero effect on stopping this stuttering.  I know others have this problem as they are all over other forums including the Nvidia forums.

    Ok so I went in and removed any overclocking on the mobo and still have stuttering.  I also reinstalled PrecisionX 16 and added Max framerate to 120.  So then I started playing with the EVGA On Screen Display.  So far what seems to be happening is:
     
    GPU Usage percentage: 35% - 40% (I dont think I saw anything above 47%
    GPU Temps: avg - 45c  Max - 70c
    GPU Voltage: (will get later @ work)
    GUP Ram: Max - 1042
    GPU Fan speed max 40% (when set to auto temps max 47c)
    CPU Usage: Max 35% Cores unparked
    System Ram: 4Gb
     
    Still getting the Micro stuttering.  I even read somewhere where under clocking could help stop the stuttering but again no success.  When watching the PrecisionX graph monitor the clock remained solid and stable.  The power percentage would fluctuate but not radically, it just wasn't a solid line like the clock.   I will do more testing and observation. 

    I am also on the Nvidia forums where the microstutter is a far bigger issue than here.

    I am absolutely willing to bet that its your processor. Mainly because of the fact that you said the issue is present in games, web browsers, AND video playback (this last one is the big red flag) Stuttering in video playback is a processor problem. Just because its not being "overworked" or stressed to its "max usage" doesn't mean it isnt the issue. Correct me if I'm wrong, but the Intel P6 series processors are the Celerons right? If this issue was present in your previous computer as well, and replacing the monitor, graphics card, and updating drivers didn't help, I'm naturally inclined to point at the ram (for instability if overclocked, or being overtaxed) or the processor for not being able to pull its weight well. Since we've already ruled out the ram, I'm looking at your Celeron.

    Honestly though, another option would be to do a clean install of windows. Sometimes the operating system just gets buggy. I usually reinstall windows every 3 years just for that reason. You never know how Microsoft's "Update Tuesdays" are going to throw the proverbial wrench in the proverbial bike spoke. I would try doing a completely CLEAN install of windows 7, do all updates at the same time, load on Nvidia drivers and Steam, and then test it before anything else. If that doesn't work, I'd probably consider upgrading the processor.

    Having said all of that, I'd still feel more comfortable about saying that your RAM wasn't the issue, if we had a full 8gb that we weren't trying to partition elsewhere. Or, if you could simply add more so that even with your 4gb partition, you've got at least 8 other usable gigs. Maybe consider upgrading to 16, since you have only two 4gb dimms. I'd move to 16gb (4x4)

    OK there seems to be a bit of confusion about the Processor.  CPUID PC Wizard identifies my Core i7 - 4470k 4.3GHz 1.230v processor as a P6  I will edit the original post.   It is a decent Core i7.  I really don't think it is being bottle necked.  Ram wise, the only time is has ever been close to 8 gigs being fully used was when I was streaming a movie.  It rarely goes beyond 4 gigs being used.  This computer is relatively a fresh build only about 6 months old.

    Also the stuttering was not present when I had my GTX560ti installed in the exact same system.  I managed to get rid of the stuttering in game by turning off VSync in game, Vsync ON in the nvidia Control Panel and putting a 60fps frame limit using Nvidia Inspector.

    I am curious as to why both the CPU and the GPU during gaming rarely goes above 50% usage and the Vram is barely touched at all.  I understand that the game is not fully optimized for multi core but the GPU is not even being used more that 40% during heavy load.

    Ok so before the 30 day in store warranty, I take the GTX980 back and get a brand new one.   I get it installed and guess what?  The stuttering is still here, worse if you ask me.  There is no way the Core i7 4770k @4.3Hz with 8 gigs of ram is bottle necking this card specially on a 144Hx monitor.  I am beyond frustrated.  I have tried clean installs of every driver with no success.   This blows.

    going from a 1gb GPU to a 4GB feeding your processor and only 8 gb memory to process it all and run your system  is just a bad idea imo for any game . Having no page file also is bad imo .

    ive i have seen i right,i dont see what gr driver you are useing. seen alot of people having this problem,im not one of them,they are all on new driver like the 347 and 344.80/65. have y tryed older one? 344.11 seems to be the better one acording to some other forums.
    im on xg 344.80 (tweaked) driver and having no issues. i hope that y can get rid of the stutter.
     
    about that pagefile thing,i dont know why or how, but i have no page file on all ssd/hdd and so far im having no issues. what would the issue be can some one tell or explain.

    What?  How is going from 1 GB card to a 4GB card with 8 GB of ram going to effect anything?  I have ran this with and without a pagefile and the ram has never been maxed out and the stuttering is there with a pagefile and without.  Most games thus far has not even taxed the GPU ram at all, it barely hit 1 GB i usage in game as well as the GPU only being around 30%.    I mean come on the stuttering is happening when scrolling web pages and the browser being the only thing running as well as watching a video.   Stutter stutter stutter.

    Figure i throw my 2 cents in after what i heard last night. I watch a streamer on twitch called Lirik ( who i recommend watching by the way lol ) and he was also complaining of micro stuttering. This mornings stream he said he fixed it by removing Gforce exp for one and rolling back his drivers to the Nov 2014 drivers. Not sure how many drivers were released in Nov but he said after he did that he had 0 micro stutter now and was butter smooth so maybe try that?

    Yeah already got rid of GForce Experience long ago, I also tried the oldest drivers with no success.  I have tried every suggestion that has been posted in almost every forum including Nvidia's  Just beyond frustrating.  The newest drivers are no better, in fact it seems worse with tearing as well with Vsync on and off.  I even thought it might be my power supply being weak but it is a fairly new Coolmaster 750watt and I just reconfigured how my power supply cables are and re routed them and I am now using one less cable out of the PW and added an SSD drive that did nothing so far for speed.

    UPDATE:  Possible reason for micro stuttering and hitching!!
     
    After much research and frustration I open the game and turned on Stat FPS.  This will bring up the FPS in any UDK games.  I noticed that the FPS monitor was indeed hitching every few seconds.  So I hopped in game to see if the hitching synced up with the FPS monitor hitching.  IT DID!.  This also led me to another minor issue I am having of my sound card popping on occasion.   SO doing more google searching I found the DCP Latency monitor and Windows Performance Analyzer from the Windows Assessment and Deployment Kit (ADK) to identify the cause of any DPC latency spikes.  Here is one of the main sites I found with instructions on how to analyze your latency and the offending drivers: http://www.sysnative.com/forums/windows-7-|-windows-vista-tutorials/5721-how-to-diagnose-and-fix-high-dpc-latency-issues-with-wpa-windows-windows-vista-7-8-a.html

    Once I ran the DCP Latency Monitor I instantly saw my problem seems to be latency.


    Next I downloaded the Microsoft Windows Performance Analyzer.  Followed the instructions and got this graph.

     
    As you can see these spikes are not supposed to be happening and you can also that even the base level if fluctuating as well.  These seemed to sync up with the FPS monitor glitching every few seconds.  So clearly the number one offender is ataport.sys.  From what I gathered this is a driver that is effecting the FPS probably by constantly hitting one or all of the hard drives.  Since I have 5 hard drives I will be pulling and testing to see if one of the hard drives is having issues.  It could also possibly be an auto defragger that I have running. 

    At this point I dont really know why ataport.sys is spiking at regular intervals.  I also am not sure of a fix.  I will be looking further into this as I have read others that went down this rabbit hole usually have USB driver issues.  This one might take a while to figure out and or repair because it looks like a Microsoft OS or MOBO Bios issue when swapping drives.  Just not sure as to the root cause.  But I think many others might be having this latency issue and this could be why Nvidia is having problems duplicating it.

    There was MS on the Witcher one when I had me AMD 3xx and the soultion was turn op graphic options which worked???

    I pulled all the HDs and reinstalled them one at a time and rebooted per install and checked for latency. That fixed the latency issues and the extreme hitching. The micro stutter is still there but greatly diminished.

    Are the games still stuttering or did it greatly dimish?

    I have the same problem with my new evga gtx 980 ti too.

    3D mark fire strike score etc all fine but games stuttering if fps drops below 60fps, like 59.9 or 57 fps... And stutter occurs a way to often.

    I don't know what to do. Psu etc all enough power, maybe it's a driver related issue?

    Would be nice if a new driver would be released from Nvidia.

    On another system with r9 290 much lower fps but no stutter even if fps below 50...

    Same here. New EVGA GTX 980 Ti (reference) with EKWB waterblock installed. In more demanding games like GTA V and Batman Arkham Knight I get microstutters every 5th second ish... Works fine with GTX 780 and GTX 780 in SLI.
     
    Same issue with stock clocks and with 1560 / 8212 clocks...
     
    I assume it's a driver related issue? But it's extremely annoying and really throws you out of the games!

    While I'm not here to stir any commotion announcing I don't have problems with my 2 980s, but to say that they are rock steady, I'm only hear to tell you it is NOT a driver issue. There has never been a driver issue...OP, have you RMA'd your card yet? If not, do that. WHen you get your new card, and you experience the same problem, then it cannot be the card and you need to look deeper into your PC.
     
    Uninstall Precision X (or any other overclocking software for your GPU).
    Uninstall Geforce Experience.
     
    Having only 8 gigs of ram could also be a factor. Arguable of course...
     
    Let us know where you get with that.
