GTX 970 terrible performance

okey so I am getting HORRIBLE performance in games, when I first got the card  last week it ran great I could run everything at twice the resolution and I still got a goot 50-60 fps now less then a week later I have a hard time running games at 1080p. and this is not do to hitting the 3.5 vram limit, I am running into this with most of my games
 
examples Witcher 2; I was before able to run it with ubersampling at 53 fps now the frames greatly very s but usely around 30 fps (it floatsam it dips down to 20 fps)
 
dragon age inquistion: before I could double the frame rate and still get 40 fps on ultra now it can barely hit 30 fps in the benchmarls (in games it is much worse)
 
skyrim: my previous gtx 760 could run the game at about 40 fps with all the mods installed the gtx 970 barely hits 20 fps
 
the list (probably) goes on anyone had this problem and found a solution I have rerolled my gpy drivers at least twice same frame rates etc.
 
I have tried everything drivers, resetting over clock to default, enabling pci to do gen 3 nothing works, do I just have a faulty unit

    System specs are?

    Have you did a clean install of drivers? Have your chipset/bio's up to date?

    I just realized I needed to update my bios they are  rather out of date, mine are 1.A0 the most recent is 1.B0
     
    Edit: i updated bios and....nothing same exact problems in witcher 2   sudden drops in framerate are the same (will frequently go from 43 fps to 1fps)

    Taken from the nvidia forums but its worth a try. Also download DDU and reinstall, see if anything got corrupted in terms of display drivers. It's worth a shot.

    Disable the High Precision Event Timer HPET (usually found under Advance options-->ACPI). This causes a lot of the latency/stuttering issues.

    Disable C State (results in low FPS on some boards)

    For Intel users disable Speedstep. It's similar to C State but it's not as terrible as C state... disable it anyway.


    Turn these on one by one if you're concerned about idle power usage and run benchmarks to see if they affect performance... well all except HPET.

    if you have windows make sure the power saving mode is normal or high performance.

    I tried  framerates somewhat better (at least in witcher 2) but not much, it offically ,after an entire day of trouble shooting (cant help it I am very obsessive) a hardware problem.

    Do you have another PSU to try?

    nope but I am pretty sure it is not the problem ( the card worked perfectly for the first few days)

    It can easily be a PSU problem, although not quite as likely.

    Also, did you change anything at all during those first few days it was working well?
    Tweaks, software installs, driver installs, etc...

    What is the amp rating on the 12v rail on psu? Also between the good performance and bad what have you installed or updated?

    should be on the sticker on the psu.. if not, you can check the specs on the manufacture website. should be 30 amp or higher.... it is probably more then enough for 1 card but just wanted to make sure...is your psu supplying power directly to the graphics card? two six pins? ... 


    I overclocked the core clock to +200 but  it was fine and I later reset it when I saw that outside of furmarks performance was awful,

    In regard to the Witcher 2....ubersampling is not an ideal setting to use.  With the GTX 970, it's recommended to turn it off, and use DSR (4k textures) with SSAO, MFAA, and everything else set to ultra.  I do this with my GTX 970 and I've had no performance issues, the screen shots really do almost look identical.  Additionally, the shadows are rendered properly with this setup as opposed to when ubersampling is on.

    I wish that was the problem but it isn't I am running no ubersampling or DSR just 1080p, and  the frame rate remains the same whether I put it on Ultra or low, although on low there are no sudden massive drops (i.e 45 to 0 fps)  all games I have test have the frame rates at about 1/3 of the actual performance and changing setting to low does  not change much.
     
    strangely in furmarks and everything is fine but  unigine valley I notice that the benchmark stutters heavily  but then stabilizes at 50-60 things it still stutters a lot.
     
    finally  when I first got this card everything performed perfectly fine,  the only things I have done are change thermal past, install the backplate, update the drivers and overclocked  it to + 200 which I later revert back to stock, changing thermal paste did absolutly nothing and changing drivers has solved nothing.

    51 c its not over heating at all  I do notice that the base and boost clock fluctuat ALOT in after burner

    hmm...to much TIM on the GPU? Not to sure.. could be defective perhaps.

    so I determined to see that my gpu is being throttled the weird thing is that there is no heat issue, all cores of my  cpu are under 28 c even under load and my gpu (currently a 6950) is not overheating 51c. so what is going on ?

    only a year old all i know is that my gpus run at half speed in games
