GTX 970 stuck at minimum 35% fan speed

Has anyone been able to get it to idle at a lower fan speed than that? I use MSI afterburner and it won't go lower than that. Thanks!

    I think that is the lowest speed set in the cards bios,to get  it lower would require a bios update from EVGA.

    Motherboard-ASUS P8z77-v Deluxe

    Lowest speed setting on mine is 35%

    My GTX 770 SC ACX minimum fan speed is 41% so yea.
