GTX 970 SSC. Slight movement of the fans. Is it normal?

Dear all,
 
I have a brand new gtx 970 evga gpu; when im not playing a game I can see, through the window of my case, a slight movement of the gpu fans ,. They not spin, they just moves very lightly every 4 seconds Is it normal?. please help
 
When im playing a game the fans turns on and spins normally for i can see.

    It's normal on the ACX 2.0/2.0+ cards. The fans don't spin up until 60*C or so. They call it 0db bios. If your card has dual bios, just flip the switch to the right (shutdown the pc first) and the fans will spin all the time upon reboot.

    Thanks DeathAngel, but why the slight move?. I understand that the fans will not spin until certain temperature is reached.
    But when im just surfing the internet or the pc its just turn on, I can see the light move every 4 seconds, it looks like that the fans are trying to spin but they´re not.
     
    If i saw  the fans stopped completely when im just surfing the internet,  i will think that the ACX 2.0 its properly functioning. But is just me. I dont know much, I just finished my first build ever.

    It is normal. That's just the way it is. I'm sure that there is some hardware or software reason.

    Yup, this is normal while in idle mode.
