GTX 970 SC 2.0 ACX randomly running boost clocks and above while idling.

Whenever I have just finished playing a game or left my rig idle, my card gives off a loud coil whine as if it were running something graphically extensive... I checked out clock speeds with Precision X and they were cranked to my boost clocks and above... Has anyone ever ran into this issue or know why it happens?

*Edit: Fans don't crank up either, they remain at their default states when idle.

    Here are the top causes of this issue...
     
    #1 You're running multiple monitors. Fix: Enable mutil display power saver using nvidia inspector.
    #2 Your machine has a virus. Fix: Scan computer using malwarebytes.
    #3 One or more programs running in the background are using your GPU. Fix: Perform a clean boot of windows.
    #4 Power management mode inside the nvidia control panel is set to prefer maximum performance. Fix: Set power management mode to adaptive then reboot your computer.
    #5 Running a resolution of 2560x1440 @ 144Hz. Fix: Change refresh rate to 120Hz.

    I've troubleshooted and ran through those steps already (the ones that applied to my setup at least), however I did find the issue. Turns out Windows 7 was trying refresh my Experience Index score. After allowing it to actually run and finish it's thing it's been smooth sailing for the past week.

    OMG Sajin, you are my hero!
    I run a single video card, but two monitors. One thing that has always annoyed me, is my video card would not downclock as it should - due to the issue of having two monitors causing this.
     
    I never realized there was a fix for this in Nivida Inspector, and I have been using that program for years.
    I just read your guide to adjusting to correct this with Nvidia Inspector, I made the changes and rebooted - now my video card downclocks to 135mhz at the desktop for the first time! Running much cooler at idle now as well!
