Throttling perhaps and the monitoring program is not catching it?

Do you have VSYNC on? Could be that AMD processor choking as well.

No vsync is off. It doesn't throttle it, if it was, it would be at 100% usage.

I had this with my 760 before. The only way to fix it then was to re-install windows, which I shouldn't have to keep doing every 6 months.

Try running display driver uninstaller... I actually still use driver sweeper. However, I still think it is your CPU.

I have the exact same issue with my 970 FTW. I have ran DDU and reinstalled with no help either. My GPU Usage never exceeds 15%. I also changed power management from adaptive to prefer maximum performance.

I do not have my CPU overclocked, no. I did uninstall my drivers with DDU and reinstall and now I get ~20-50 GPU Usage % while playing CSGO. Is this normal?

Also, I replaced my 770 with a 970. I have tested the 970 out on several different games and it is not much of a performance boost at all, if any. For example, CSGO I was getting anywhere between 180-300 fps and with the 970 I am lucky to ever get over 250. I assume it is due to the GPU Usage? Not sure, hopefully it is a driver issue.

Yes. CSGO will NOT use all your GPU.

I understand that but i shouldn't be getting the same or lower fps as my 770 in CSGO should I? Or is there not much of a difference between the 770 and 970.

I have a 780 ti classified with a 4930k and don't get much better in CSGO. What is wrong with 180-300 FPS in CSGO? I think the game caps out at 300.

According to this pict, you had 99% gpu usage at max. The varying up and down you see in the gpu usage graph is the real time plotting of the gpu using what it needs to render more and less intense graphics scenarios. You maxed out your frame buffer at 85% so you still had plenty of room and your temps never got higher than 73. I don't see the problem?!?!?

    Ditto!
Looks like it's working fine to me too.
That's one of the reason's newer videocards run cooler and use less juice than the old one's because they keep constantly adapting as needed. If it ran at near 100% all the time even when they didn't need to be it'd be banned liker Furmark since it used to do that and burn up people's cards

No, it should be at 99% or as close to always in this game. There's no reason why it would limit itself from getting the highest amount of fps possible.

If it is a power saving feature, how do I disable it?

I have the answer, but you obviously do NOT want to hear it. Go buy a 500 dollar CPU, like me, and then you'll have that 99% or close to it. Your CPU is choking.

You know, how long from when you re-install windows does it start to get lower gpu use? I can't remember the specifics but I do recall on thread where there were odd problems like this and it turned out the amd chip-set driver installed a partial GPU driver or something like that, next time it does it see if running DDU with it set to AMD helps.

I wonder what the issue could be???? That's just... odd...

All my games run at 99% GPU utilization except Crysis 3.  I get the exact same issue with GPU use all over the place in that game and it seems thousands of other people on the internet do as well.  A game called Lichdom, which is based on Cryengine 3, has no such issue for me, but it doesn't contain all the CPU bound advanced physics effects and such.  I'm on a 3570k CPU btw.

    Hey Inotorious,
I am running 970 sli and am having the same issues with low gpu usage and fps. It looks like re-installing windows seamed to have fixed the usage issue, but did it also result in better fps/performance in games?
I cant seem to find many others discussing this anywhere else.
    Thanks, Mike
