GTX 970 Clock speed drops when games open. Poor FPS

Yesterday my games became unplayable. Any 3d game I play I get sub 20 FPS. I didn't do a driver update, I don't overclock, and nothing changed (purposely). I downloaded the nVidia inspector and noticed the clock speed on my GPU was stuck at 205Mhz while playing games ... I'm assuming this is quite poor.
 
I normally get 120+ FPS on most games that I play - but since this problem arose the games are unplayable. I could hardly watch the 3dMark test - it was like watching a Powerpoint. I was reading the forum and someone said to do the 3dMark test. Well I did and here it is:

The forum post that suggested that test also said it could be the PSU - I'm not discounting that - but my PSU is about a 8 months old. 850w ... Corsair I think?
 
Any ideas?

    Pretty sure the card is gonna need to be rma'd due to its TDP going crazy.
     
    #1 Download GPU-Z.
    #2 Run GPU-Z in the background with the sensors tab selected while running your game for 5 minutes.
    #3 Close game & post screenshot of gpu-z sensors tab.

    Also check in Nvidia Inspector if you have Multi Display Power Saver checked off. Right click on "Show Overclocking" tab and you will see the option for the power saving option. I enable this when I am not gaming. That could be why you are getting such low clock speeds.

    No I have never touched anything like this, and it shows it is disabled so there should be no power saving option. I even checked the Nvidia display command center or whatever its called and tried putting it on 'performance' mode and this did not help.

    Try doing #2 listed here to see if it helps fix your problem.

    Try doing #2 listed to see if it helps fix your problem.


    No luck. Same issue.

    Before rma'ing I would suggest testing the card in another computer just to verify that the problem is definitely coming from the card and not your system.

    Well that is a great idea - however, I do not have another PC to test it on.
