Alright guys, a problem for you all to chew on.

GTX 960 4gb edition.

Every once in a while, randomly, it can be after I shutdown a game, or restart the computer.

All my games lock to 30fps, and the only thing I've been able to do to unlock them is go into the Nvidia control panel and hit the "reset all to default" Which means I loose all my custom settings for the games I play. Which is unacceptable.

Now then, as full disclosure I have a q9650 OC to 5ghz, so I know it's an older CPU and that can cause lower performance, but the scenario is the game runs at 60+ fps *all my games* then poof, next time I load up a D3D or OpenGL application *tested using Euro Truck Sim 2* the FPS is capped @ 30fps across the board. Never dips lower, never goes higher, in ALL my games.

This is annoying.

    Sounds like your monitors refresh rate is being set to 30Hz & v-sync is being enabled for all your games. Have you tried re-installing your gpu drivers after cleaning out your old ones with DDU? If not, try that to see if it fixes the problem.

    I hadn't cleaned out the drivers no, but I had done a "clean" install option with the Nvidia update a few weeks ago. I'll give that a shot now and get back to you.

    Same thing, games ran nice for a half hour, randomly swapped between different games until it locked when I launched The Witcher 3 after running Dark Souls 2 (DX11 version). Now all games are 30fps again. Resetting all options in control panel still unlocks the framerate.

    Are you running msi afterburner/evga precision x? If yes, uninstall them and reboot your computer then try again. What driver version are you using?
     
    Have you tried any older drivers? If no, give driver 347.88 a try.

    Uninstalling PrecisionX seams to have worked. Haven't had a problem yet. Why would it cause a famerate lock?

    Possibly a bug with precision x. Were you overclocking your card?

    I had Kboost enabled and a custom fan curve on the non-silent bios. That's all.
