GTX 960 4GB SSC (CS GO PROBLEM)

Hi guys 

I just recently bought this graphic card was using AMD R9 270 and switched to this in starting on R9 i use to get 300 constant FPS on CS GO but on this gfx card i am hardly getting 200 with that all of sudden fps drops from 200 to 100 to 30 its so difficult that an 4gb graphic card cant support cs go game...
have not test this on any other game but players dealing with such problem can help me please

i7 4770k PROCESSOR
12 GB RAM (1 X 8 GB GSKILL VENGENCE 1600GHZ + 1 X 4GB  APTOP RAM WITH HEAT SYNC 1200 GHZ)
GTX 960 SSC AC.2.0 4GB 
MB = DH87RL FROM INTEL 
HD = 1 TB ( 2 X WD 500 )
POWER SUPPLY = CORSAIR NEO ECO 620W
CABINET = NZXT TEMPTEST WITH 5 FANS
MONITOR : BENQ  RL240H
 
I KNOW THIS RIG IS FAR MUCH ENOUGH TO RUN CS GO TELL ME WHAT MIGHT BE PROBLEM 
 
I TRIED:
 
I TRIED TO CLEAN ALL THE DUST FROM THE CABINET AND ITS ALL CLEAR.
I TRIED TO REINSTALL THE CS GO GAME 2 TIMES.
I TRIED TO REINSTALL THE NVIDIA DRIVER 2 TIMES AFTER DELETING THE OLD ONE BY GOING ON SAFE MODE AND DOING IT WITH DDU.
I TRIED TO CHANGE THE SETTINGS OF NVIDIA CONTROL PANNEL BY PUTTING GLOBAL SETTINGS " POWER MANAGMENT TO MAX PERFORMANCE"
 
PLEASE HELP ME AND ALSO TELL ME IS MY CARD UNDER WARRANTY  IF I HAVE PURCHASED IT FROM USA AND I LIVE IN INDIA.

    i had the same problem with the 2gb version
    its a conflict, you need to also reinstall all your integrated graphics drivers

    thanks for the reply i am trying to reinstall the OS itself lets give it a shot TOTAL format of harddrives and Reinstalling OS i will close this if it works but till then if anyone else can help me out will be great
