Try setting Gen2 in the BIOS.  See how that works for you.  That CPU is only capable of PCIe Revision 2.0  >>  http://ark.intel.com/products/52209/Intel-Core-i5-2500-Processor-6M-Cache-up-to-3_70-GHz

I don't remember if there are options on setting the PCI-E lanes in the BIOS. I gave my Z77 Extreme4 to my sister along with the manuals. Most motherboards have an option to set to x8,x8 or x16,x4,x4 and x4 won't support SLI.

EDIT: I had an eerily similar experience with an RMA replacement from ASRock where my second video board wasn't recognized. I reasoned that the PCI-E controller was on the CPU so I removed the cooler and just released pressure on the latch. Then I just jiggled the CPU in the socket and clamped it down again. After that I fired it up and everything was working.

At least both cards work in a different slot. Sounds like your motherboard has a faulty pci-e slot.

Or a bad connection and/or bent pin in CPU socket.
