GTX 770 4gb fps issue.

What ever game im playing im stuck at 62fps no matter what i have the game set to from low to ultra. The vertical sync is off in the games and in nvidia control panel. Dying light has 62 fps that may drop to 30 when moving. League of legends stays at a constant 62fps with vsync off and uncapped framerate. I would think with the gtx 770 i would be getting more fps on these and other games. I see others playing league with same card getting 170+ fps. This has been tested on a 60hz and 144hz monitor with no change. I was thinking of upgrading to the gtx 980 but not sure if would be a beneficial upgrade.
Intel core I7 4770 @3.5
16 gb Corsair ddr3 ultra low latency ram
asus z87-pro motherboard
corsair 1000 watt dual rail psu

    Make sure you don't have frame rate target enabled inside precision if you're using it.

    No i have frame rate target turned off and have no other programs that would cap my frame rate.

    If you are not using a frame rate target and it is consistant at 62FPS, it could Vsync with an overclock on the monitor.  Turn off Vsync, look for change.  If the limit persists, disable any monitoring software and anti-virus then check with a game with a built in FPS monitor.

    Uninstall precision x completely from your computer and perform a clean boot of windows to see if it helps get rid of the limit. Did you optimize all your games with geforce experience?

    I did a fresh install of windows installing only essentials and 2 games, Still getting 62fps on card installed 680 and 260 and do not have the issue with those cards. I guess next step is to RMA the card.

    That is strange. What is your gpu usage showing in game?

    Can you just go into Nvidia control panel and reset everything to default, then go into Nvidia I spector (download it if you don't have it) and reset everything again to make sure there isn't something fishy in one of the two that you may overlook?

    Also, do you have geforce experience? If so, completely remove it and leave it off.

    It was running at 98% while playing Wolfenstein would have 60 fps until i move then 25-40, I put it in my wifes computer and I get the same thing 40-60 fps, I went and got EVGA GeForce GTX 980 FTW Superclocked ACX 2.0 it was on sale for $520 plus a additional $10 mail in rebate and with it including the witcher 3 and batman a $120 value for 2 games i was going to get anyhow $390 for that card is a deal.
