GTX 670 2GB SC massive heat problem.

This card i bought from Ebay used and was a good deal.
It replaced my FTW HC2 GTX 580 because i needed more GPU power but on the cheap.
The card runs ridiculously hot, far hotter than either my old reference Gainward GTX 480 / EVGA GTX 480 or the EVGA FTW HC2 580 on air (HC2 block was removed), i have to make a stupidly aggressive fan profile just to stop it going over 83c at max load and it's VERY loud, way louder than a 480's reference blower!
 
The card i took apart and applied MX-4 to it around 3 months a go, the card is roughly that old in my possession, it actually ran worse when i got it, but because i'm a bit of an enthusiast i stuck with it, but the card is immaculately clean inside and has no fan problems, the cooler is mounted correctly... none of it makes any sense and it goes far beyond what any review of the card has stated.
 
 
 
Here are images of it on stock fan profile and no overclocks at all, let me just say this, the GPU will get hotter if i run a game like CSGO due to high FPS, i have throttled the card at 97c before running CSGO!
 
This is Shadow of Mordor, here i compare stock power limit, and +22% power limit with nothing else pushed.

I'm not made of money as you can see, is there anything that can be done? I also want to note that the card was ran in my AM3 Phenom II system and the XEON X58 system it is in now with no difference in temperature.
It is powered off an over kill Silverstone Strider SST-ST1000-P 80 Plus Silver.
 
 
XEON system airflow is overkill but it's needed or the card would destroy it's self.
