GTX 670 02G-P4-2675-BR Running at 324Mhz

Hello all,
 
My apologies if this has been asked before, but I did a search and could not find an answer anywhere. I have a 02G-P4-2675-BR which stays at 324Mhz for core and memory clock. Temps stay at 45C. I have the latest Windows 10 driver. Both 6-pin powers are plugged in. This started about a month ago and I have tried it in multiple PC's with the same result. Absolutely nothing else going on with it, it will just not move above 324Mhz. Please let me know if I can provide any other information to help resolve this.
 
Two GPU-Z screenshots have been added as well. This was taken after running Unigine Heaven for 30 minutes.

    Welcome to the EVGA Forums
     
    I would try testing  with the latest Win 10/64 WHQL driver version 368.39 http://www.nvidia.com/download/driverResults.aspx/103913/en-us
    Make sure after downloading (manually from the link above) that you do a ---> Custom install, clean install checked of -only- the driver and Physx components and -->no other components at all<--
     
    *Remember -BEFORE- installing the new driver and testing with it, make SURE that you shut down and -uninstall- any third party programs like PrecisionX, Afterburner..Etc and -dont- save any profiles, then REBOOT once (dont skip this) and THEN custom mode/clean install your new driver (as noted above) for testing... and dont forget to reboot once after the new driver is installed, before starting testing.
    *You can reinstall third party gpu software later -after- testing.

    Time to rma/buy a new gpu since you reproduced the issue in another system.

    I wouldn't give up quite so fast, the listed steps take all of 15 minutes...
    Could be just using the same buggy driver and Win 10/third party issues if you set it up the same in another system.
    -Follow the instructions exactly as posted and you will know for sure-

    142% TDP usage at idle = broken gpu.

    Always so quick to jump to broken hardware, what about the OC showing in his screenshot?
    My recommendation was based on all the "things" the OP -didnt- bother to say in his post that are most certainly going on....
     
    You could be right about damage, but there is more going on here than the OP posted and old school is the best way to get to the bottom of such things before throwing in the hardware towel.
    Third party software use would appear be the root cause of his issue, and -that- is often recoverable

    Pretty sure the card wasn't running a overclock in the other two computers unless the card is running a modified vbios.

    Third party software or a flash would likely be the original cause, if only the OP would post up the details will we know for sure...
     
    Wouldn't be the first time a user botched overclocking, correct testing procedure or a flash, bottom line is what really occurred and if its recoverable or not.
