GTX 660 TI SC Power Fluctuating

My GTX 660 TI SC started having performance issues. The initial boot of PC has frame rates in Far Cry 3 at ~25 fps. If I restart Windows 7 it has ~60 fps. If I shut down PC, and restart it will have the same slow performance issue. This restart of windows without shutting down fixes this issue . The only differences I see in Precision 16 is the Power% fluctuates wildly between 120 to 70 at first boot, and windows reset it stays approx 95 to 105. Voltages fluctuate more with initial boot also. I have reinstalled Nvidia Drivers with no resolution. Anyone else having issues like this?

    I would set PrecX to NOT load with Windows and reboot or start from a cold boot.  Whichever way you were seeing the issue. Then do some testing and see if that resolves your issue.  If it does, you'll know it's PrecX related.
     
    If it does turn out to be PrecX 16 related, I would go back and try version 4.2.1 until EVGA works out more of the kinks (bugs) of the later versions.  I'll see if I can find a link.

    I uninstalled PrecX completely. The performance problem persisted through many boots, and testing. I just read a post regarding my Asus motherboard where someone is having the exact same problem. Poor GPU performance with cold boot on asus Z97-AR

    I finally found a solution to stop the voltage fluctuating, and having to  restart to get expected performance. I changed the bios to boot PCIe in GEN 2.0 instead of AUTO, or  3.0.
