GTX 1080 thermal throttling??

As I was testing my brand new ftw gtx 1080 card I've noticed on precisionX my GPU core clock gradually went down from 2075mhz to 2037mhz, this is at 100% fan speed.
120% power target and 92c temp target. Also K boost is enabled, and the voltage has gone from 1.062 to 1.050 
I also tested current to the gpu on all cables and it was 12.4dc
 
So by the time the GPU temp got to 60c which also it never exceeded 60c, my core clock was at 2037mhz.
by whooping 38mhz! if this 38 mhz is going to give me 1-2fps between 58 fps and 60fps in gaming fluidity, this is night and day difference!
Seriously! what sort of sorcery is this!? I want my MHZ back!

    That isn't thermal throttling. What you are seeing is dynamic frequency control. Dynamic frequency control is a feature that helps the card stay as cool as possible at certain temps. True thermal throttling starts at 94c on the gtx 1080.

    Is there a way to control dynamic frequency?
     
    By the way, thank you for explaining, since I assumed it couldn't be that due to temp target being 93c* so it had to be some other culprit :)

    No problem. No, there isn't a way to control it as the feature is built into the hardware itself.

    Alright, I can only hope I can get the core clock speed high enough before driver crash, to somehow recompensate for the loss of MHZ due to dynamic freq. I'm pretty sure I'm close to hitting dead end on the card unless some other magic happens and I get ~100mhz more out of it.

    If you want to avoid the frequency loss due to temperature, then lower the temperature. Put a water block on that card and keep the temps down below the temps at which the frequency starts dropping and it won't drop.
