So I'm not sure if this is a problem, but I'm getting 0% usage of my top card. Any thoughts are appreciated.

Not all games/benchmarks support sli. What game are you playing? If you're playing a game that supports sli make sure sli is enabled inside the nvidia control panel.

BF4. I run 3 screens so I have surround enabled.

Have you tried testing SLI instead of surround? This would help determine if the issue is related to the cards or not.

So I had this happen once with my single 970 and I was very confused for awhile. It turns out that K-Boost in Precison X interferes with the GPU readings somehow and when I disabled K-Boost it worked fine again. Maybe this Is your issue too or you can find your own by messing with settings you recently changed.

I thought it was interesting that K-Boost did that too me too. Maybe your issue is something diffrient all together. It's just you reminded me of that.

I'd try reseating the cards and reinstalling the drivers. K-Boost can make the gpu usages unreadable, it usually makes them all unreadable though from what I remember.

So disabling KBOOST did the trick. Does anyone know whether it was just a display issue or if it actually affected performance? I didn't have time to bench before and after. Also, I can't seem to find a good answer for what KBOOST really does, can anyone explain? Does it affect performance? Will I get higher frame rates or OCs?

It does not affect performance. K-Boost basically forces your card to run at it max clocks all the time. It really doesn't help you get a higher oc. It will provide smoother frame rates since the cards clocks won't be constantly adjusting.
