Framerate Cap Not Setting Correct Value. Please help

Hi,
 
I am having an issue that is exclusive to Precision and does not affect Afterburner. However, I only want to use Precision because Afterburner breaks my Steam Overlay. My issue with the framerate cap is this :
 
Whatever framerate I set it to that is above 60 FPS it always caps it a few frames lower in every game. So if I set the cap to 100 all my games don't go above 93 FPS. If I set the cap to 120 all my games don't go above 113. If I set it to 144 they don't go above 138.
 
This isn't a case of my PC not being able to reach those frames. In DOOM the game goes to my GSync refresh rate of 144Hz easily with room to spare.
 
I tried various drivers and different Precision version. This is on a Titan X Pascal.
 
Anyone know what's wrong?

    Sounds like you found a bug in the software. Do older versions of precision cause the same issue?

    Sounds like you found a bug in the software. Do older versions of precision cause the same issue?

    I can only try from release 6.0.5 and up. But yes they all give me the same issue.

    I get this also, capped at 80 for Skyrim Special Edition and max out about 73.

    That fixed my issue. I tried the old Precision X and now the framerate sets properly.
     
    Not only that but I had problems with Titanfall 2 and Witcher 3 having 2 second micro-freezes and I was really disappointed thinking something in my new rig was causing it. However, removing Precision X OC and installing the old version fixed that issue for me as well. Everything is running perfectly now.
