Flickering"ish" issues.

I received my 780ti Superclocked ACX a few days ago and it seemed to be running fine. Yesterday I decided to install some games to test this with my new build, and in any game or benchmark that utilizes the full capacity of the card a flickering effect, similar to the scanline effect you get when you record a tv or monitor with a video camera, starts to happen and flickering dark bars start to appear. There is also a very faint whining noise; I would assume coil whine, but I haven't had experience with this before personally. This is simply not a monitor issue, and I highly doubt this is another component, I do work in a computer repair shop and have access to equipment to test basically all the other components and they all test okay. Nothing is even close to overheating, and no overclocking has been attempted at all.
 
Motherboard: Asus Maximus VII Hero
Video Card: EVGA 780ti SC ACX
Processor: Intel Core i7 4790k
RAM: 2x8 TeamXtreme DDR3 2400
Power Supply: EVGA Supernova 850B2
 
I fear that this may be a situation where a replacement is needed, but I hope someone can prove me wrong.

    Did you perform a clean custom advanced install of the latest video drivers with only physx selected?

    I believe so, but I will run display driver uninstaller right now and try just in case and report back soon.

    Since you work at a computer repair shop you should test the card in another system to see if the issue follows the card.

    Yes, I plan to when I am scheduled to work. I guess my lack of patients is getting the best of me.

    No problem. Another thing you could do just to make sure it's not software/driver related is to perform a clean boot of windows to see if it helps resolve the issue.

    Ahh, I should have mentioned in the op, this is a fresh install of Windows 8.1 64bit as well. This is basically a new machine.
    Are there any power control options that would affect something like this? I will be honest, this is my first experience with a 700 series card. The power supply should be more than enough to supply this card should it not?

    Only power option would be "power management mode" under the nvidia control panel "manage 3d settings" menu, you could try changing it to "prefer maximum performance" then rebooting the machine to see if it helps or not. Yes, the power supply should be more than enough.

    Seems as though that does not help either. I suppose I will test the card in a couple days and most likely RMA the card if need be. Which is unfortunate, I enjoy the performance.
