z270 FTW K + Noctua NH-D14 = constant fan speed

Using bios defaults, which specify variable fan rate as a function of CPU temps, the fans just stay at a constant ~1300 RPM. In fact, even going to the bios and trying to hardware the fan speed to 20% or 50% etc. does nothing -- the fans always spin at the same rate. Any ideas on why? The manual suggests that it can control the fan speed even when using the 3-pin connectors.
 
Note: I bought the CPU cooler about 6 years ago and the fans have 3-pin connectors.

    I am using the CPU2 header- top of the board just to the left of the memory slots
    and set smart in the bios.  I think that header is pre-set to use PWM.
     
    some of the other headers in BIOS can be switched to PWM or voltage
    Voltage control  2 or 3 pins and PWM 4 pins
     
    BIOS give you 4 set points- may need to play with them for Voltage control

    Yeah, CPU fans are PWM only. Since that cooler uses fans with DC voltage control you'll have to use one of the non-cpu fan headers if you want RPM control.
