Z270 Stinger Thermal Pad?

I ran an EVGA board for years, but finally tried an Asus ROG Strix Z270i for latest build.  I do still use an EVGA 1080 and PSU.  I noticed it's difficult to find any owners threads on this board, but I have a feeling some things may be similar with the stinger version.
 
I noticed when I setup my board it had a blue remove tab with the brand name "Laird" sticking out of the PCH.  I pulled it out, but along came some sort of thermal pad (sticky foamy thing).  I believe that is what it is as I opened up the PCH and saw the rest of it.  This is also a spot for an m.2 SSD, which I now have in there, along with the pad broken in half lol.  Anyways, I notice temps on this piece to be 60-70 with light loads.  I know 125+ is the termal limit, but it is still quite above what I'd expect and was wondering if the stinger was setup the same way, and if anyone has run into the same issue, or has any suggestions for fixing this.

    Updated signature below.  The case is well vented though only the radiator and the fan that came with it, which is mounted as an intake on the outside are installed.  I'm sure airflow isn't ideal, but I believe I can install x2 80mm fans if necessary.  Rest of the board seems to run low 30's at idle, so that seems normal to me.  It's this blasted PCH I'm worried about, and that stupid thermal pad that ripped when removing the blue Laird tab.

    Is the board easily Accessible? If so, i would remove the heat sink and just verify.

    Usually the pch has thermal grease, not a thermal pad when using evga boards. If you have spare thermal paste, it wouldnt hurt to check.

    So under PCH is a thermal pad of some kind. I believe its there so the m.2 that fits in it doesnt go metal on metal. I was afraid to remove the pad itself and put m.2 directly on the metal as Im sure itd fry.

    The thermal pad should be there to cool the m.2

    the heatsink is for the z270 chip and the m.2 slot, the blue film is there to protect the thermal pad until you use it, kinda like the film the put on plastic. you will need to dis-assemble the double decker heatsink and replace the thermal pad. kinda of a hokey design imo

    here is a better view from the manual, the #2 is the protective film that you peel off when using a m.2. you could also use the m.2  slot on the back of the board.
