Welcome to the forums..Yeah, that's hot alright, wow..Do not let it get hot like that anymore or it can be permanently damaged.
The 400 series cards are pretty aged now and the thermal paste (TIM) on the GPU chip has probably degraded over time, as it does..I would disassemble it it, clean the heatsink fins, and replace the TIM..Disassembling the card for cleaning and replacing the TIM is easy and will not void any EVGA warraty it might have unless you break it or scratch it somehow..Use only about a BB-sized drop of TIM, such as MX-4, in the center of the chip..You can find some disassembly guides by searching online..You can also use EVGA Precision to set up a custom fan speed curve to help with cooling..RMA is an option if it's under warranty and you don't feel comfortable replacing the TIM yourself, or you could have someone else do it for you, but like I said, it's easy enough to do.
