Only way to run really run 4 GPUs in a single case is water cooled or Hybrid cooled.
I would move the second card down one slot even if it runs at x8 as long at it is at PCIe Gen3 that is.
Could also add a second fan to the CPU for Push/Pull setup with the air flow out the rear.
Add a fan on the front top if one will fit for the CPU as their is only one Intake Fan in the Front and 5 exhaust fans to include the two GPU Fans.
That is only if this rig is only for Folding and Crunching.

I've installed a 980ti as the 3rd GPU in that case (below the bottom 1070) and the 1070's get a couple of degrees warmer, but are still doing fine.  I don't think another hybrid 1070/1080 would increase the temps at all.
The push/pull idea for the CPU is interesting.  OC'ed to 4.0 and folding/crunching the CPU runs about 58, which I don't think is too high.  However, you're point that it will help get more hot air outside the case makes a lot of sense.
The case does have two front intake fans installed, and room for a third.  I am trying to balance noise a little bit because the rig does sit in my home office.
 
I actually really like the case.  I just wish it were about .75" taller (then could fit the 4th GPU in it) and the top panel channel was about .25" wider, so the hybrid radiators could be mounted as intended.  I believe that would allow me to mount three on the top.  It would still be a reasonable sized case.

FYI, I just received an Enthoo Pro for a crunching build.  It will easily fit 3 hybrid radiators in the top and one in the rear exhaust.  The hybrid card furthest from the top would have to use the rear fan exhaust, because the hydro tubes aren't long enough to reach the top.
 
If by some miracle, the 2P board (which is supposed to arrive today) fits in my Mastercase 5 (my research says it won't), then I'll move the folding gear to the Enthoo Pro.

This is a nice case for Water Cooling. Have to really look at this one.
It looks like you can remove the front lower Drive Bays and this is what I need for a front Rad.

Bit the bullet and got another 1070 FTW hybrid when they were on sale...
I do worry a bit if they were designed to be packed together.  I got the FTW versions so more of the components are hydro cooled.
Not OC'ed at all, but they are popping out WUs.

It's hard to tell from the picture, but the bottom GPU's radiator exhausts out the back.  It's humming along at 44C.  I moved the rear exhaust fan to the front of the case, so there are three 140mm fans pulling air into the case.

My two 1080 With HC installed run as high as 45C while Folding so your temps are much better than I though would be. 
ATM my inside House Temperature is 15C and my HC and Hybrids are running at about 36C, I love Cold Weather.
My Hybrids do have a Full Single Slot Space Between them unlike yours with no space.
I know the front of your Hybrids and no vents so I was wondering if the Power Links are blocking the small space between the two bottom cards?
How are your CPU Temps? Are you Folding on the CPU or Running BOINC CPU Tasks?

3 exhaust - all hybrid radiators
The room they are in is probably 19C.
CPU Temp is about 51C running BOINC CPU.
 
I'll have to look at the little slot.  It's likely covered...

I love your set up! I like the new Thermaltake 31 View case. I'd love to have that extra bottom fan for the coldest air possible and then a radiator for 3 1070 cards and the GPU. I live in Texas and idk if an air cooler will work much during the summer... My office is in the loft. The things you wish you knew before your first gaming computer...

Thanks.  Kind of fun to do.  If I had it to do again, I go with an Enthoo Pro.  The build quality isn't quite as high, but it has much more flexibility in radiator layout and basically removing every drive cage out of the case.  The 31 view looks awesome also.  All the radiators are super tight so a mid-tower can be really snug (or not fit).
 
Also, I've recently had to take it apart.  And it is a total bear to get all the GPU's out.  Getting to the retention the clips is impossible unless you take off the CPU fan, some RAM, and then you can barely get a finger in to take out the GPU closest to the CPU.  Maybe I have fat fingers.
